Proposes to amend the Bill of Rights Article of the Illinois Constitution to provide that the State shall enact on or before May 31, 2014 a plan for universal health care coverage for all persons. Effective upon being declared adopted.

3 RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to add Section 25 to Article I of
9the Illinois Constitution as follows:

BILL OF RIGHTS

13SECTION 25. UNIVERSAL HEALTH CARE COVERAGE
14 Health care is an essential safeguard of human life and
15dignity, and there is an obligation for the State of Illinois
16to ensure that every person is able to realize this fundamental
17right. On or before May 31, 2014, the General Assembly by law
18shall enact a plan for universal health care coverage that
19permits everyone in Illinois to obtain decent health care on a
20regular basis.

SCHEDULE
22 This Constitutional Amendment takes effect upon being
23declared adopted in accordance with Section 7 of the Illinois
