Defines "State agency". Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Comptroller Act is amended by adding
5Section 16.5 as follows:
6 (15 ILCS 405/16.5 new)
7 Sec. 16.5. Monthly reports from State agencies; delinquent
8bills.
9 (a) Notwithstanding any other provision of law, each State
10agency shall, on the 30th day of each month, report to the
11Comptroller any delinquent obligations that are over 30 days
12received. The Comptroller shall by rule determine the format
13and submission requirements for reports required under this
14Section.
15 (b) On the 15th day of the following month, the Comptroller
16shall report the number of delinquent obligations of State
17agencies in the aggregate for the previous month to the General
18Assembly.
19 (c) For the purposes of this Section, "State agencies"
20means the Department of Aging, the Department of Corrections,
21the Department of Agriculture, the Department of Human
22Services, the Department of Central Management Services, the
23Department of Children and Family Services, the Department of

1Commerce and Economic Opportunity, the Department of Juvenile
2Justice, the Department of Natural Resources, the Department of
3Employment Security, the Department of Financial and
4Professional Regulation, the Department of Insurance, the
5Department of Labor, the Department of the Lottery, the
6Department of Human Rights, the Department Military Affairs,
7the Department of Natural Resources, the Department of Nuclear
8Safety, the Department of Healthcare and Family Services, the
9Department of Public Health, the Department of Revenue, the
10Department of State Police, the Department of Transportation,
11the Department of Veterans' Affairs, the Department of the
12State Fire Marshal, the Governor's Office of Management and
13Budget, the Capital Development Board, the Emergency
14Management Agency, the Historic Preservation Agency, the
15Illinois Finance Authority, the Illinois Housing Development
16Authority, the Illinois Investment and Development Authority,
17the Illinois Power Agency, and the Illinois Health Information
18Exchange Authority.
19 Section 99. Effective date. This Act takes effect upon
20becoming law.
