Bill Title: Amends the State Comptroller Act. Requires each State agency to, on the 30th day of each month, report to the Comptroller any delinquent obligations that are over 30 days received. Requires the Comptroller to, on the 15th day of the following month, report the number of delinquent obligations of State agencies in the aggregate for the previous month to the General Assembly. Defines "State agency". Effective immediately.

AN ACT concerning State government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The State Comptroller Act is amended by adding
Section 16.5 as follows:
(15 ILCS 405/16.5 new)
Sec. 16.5. Monthly reports from State agencies; delinquent
bills.
(a) Notwithstanding any other provision of law, each State
agency shall, on the 30th day of each month, report to the
Comptroller any delinquent obligations that are over 30 days
received. The Comptroller shall by rule determine the format
and submission requirements for reports required under this
Section.
(b) On the 15th day of the following month, the Comptroller
shall report the number of delinquent obligations of State
agencies in the aggregate for the previous month to the General
Assembly.
(c) For the purposes of this Section, "State agencies"
means the Department of Aging, the Department of Corrections,
the Department of Agriculture, the Department of Human
Services, the Department of Central Management Services, the
Department of Children and Family Services, the Department of

Commerce and Economic Opportunity, the Department of Juvenile
Justice, the Department of Natural Resources, the Department of
Employment Security, the Department of Financial and
Professional Regulation, the Department of Insurance, the
Department of Labor, the Department of the Lottery, the
Department of Human Rights, the Department Military Affairs,
the Department of Natural Resources, the Department of Nuclear
Safety, the Department of Healthcare and Family Services, the
Department of Public Health, the Department of Revenue, the
Department of State Police, the Department of Transportation,
the Department of Veterans' Affairs, the Department of the
State Fire Marshal, the Governor's Office of Management and
Budget, the Capital Development Board, the Emergency
Management Agency, the Historic Preservation Agency, the
Illinois Finance Authority, the Illinois Housing Development
Authority, the Illinois Investment and Development Authority,
the Illinois Power Agency, and the Illinois Health Information
Exchange Authority.
Section 99. Effective date. This Act takes effect upon
becoming law.
