Bill Title: Amends an Article of the School Code concerning educator licensure. Provides that the State Board of Education shall not approve a course of study under the Alternative Educator Licensure Program for Teachers unless the State Board can demonstrate that there is a need for a particular type of licensed educator offered by the course of study.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
521B-107 as follows:
6 (105 ILCS 5/21B-107 new)
7 Sec. 21B-107. Educator preparation program; appeal.
8 (a) A not-for-profit institution or institution of higher
9education that is denied an initial recommendation for
10recognition by the State Educator Preparation and Licensure
11Board may appeal the denial of recommendation for recognition
12to the State Board of Education, as provided by rules adopted
13by the State Board of Education under this Section.
14 (b) A for-profit institution that is denied an initial
15recommendation for recognition by the State Educator
16Preparation and Licensure Board may appeal the denial of
17recommendation for recognition to the State Board of Education,
18as provided by rules adopted by the State Board of Education
19under this Section. These rules must include at minimum all of
20the following:
21 (1) The State Board of Education must convene a public
22 hearing immediately preceding its next regularly scheduled
23 board meeting after the State Educator Preparation and

1 Licensure Board's denial of recommendation for
2 recognition.
3 (2) The public hearing must include an opportunity for
4 public participants to present comments on the appeal to
5 the State Board of Education.
6 (3) The public hearing must include an opportunity for
7 members of the State Educator Preparation and Licensure
8 Board and the State Board of Education to comment on the
9 issues raised in the appeal.
10 (4) The public hearing must include an opportunity for
11 the institution filing the appeal to present comments and
12 information to the State Board of Education in support of
13 its appeal.
14 (5) The State Board of Education must take action to
15 adopt, modify, or overturn the denial of recommendation for
16 recognition immediately after the public hearing.
17 (c) The State Board of Education shall adopt rules to
18implement this Section.
