SYNOPSIS AS INTRODUCED:
225 ILCS 10/4.7 new

Amends the Child Care Act of 1969. Requires the Department of Children and Family Services to amend the Illinois Administrative Code to improve the efficiency in oversight and licensing of group homes. 1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Child Care Act of 1969 is amended by adding
5Section 4.7 as follows:
6 (225 ILCS 10/4.7 new)
7 Sec. 4.7. Streamline licensing, oversight, and
8certification of children's group homes. No later than 90 days
9after the effective date of this Act, the Department shall
10adopt amendments to 89 Ill. Adm. Code 403 seeking to improve
11the efficiency in oversight and licensing of group homes. The
12amendments shall include, but are not limited to, aligning the
13following with existing procedures and policies governed by the
14community-integrated living arrangement services governed by
1559 Ill. Adm. Code 115:
16 (1) initial licensure and renewal of group home
17 providers, not individual group homes;
18 (2) removal of the requirement for group homes to be
19 certified by health departments;
20 (3) approval of support staff to work in multiple group
21 homes under the same license, not requiring staff to be
22 approved for each individual group home;
23 (4) for staff working in group homes primarily serving

1 children with developmental disabilities, establish a
2 direct support staff training curriculum that mirrors the
3 training requirements for staff performing similar work in
4 community-integrated living arrangement settings;
5 (5) allow physician assistants to examine and sign new
6 staff physical forms; and
7 (6) modify and expedite the process to approve driver
8 permits.
9 Section 99. Effective date. This Act takes effect upon
10becoming law.
