Bill Title: Amends the Board of Higher Education Act. In the provision governing the graduation incentive grant program, removes the requirement that the Board of Higher Education annually submit to the Governor and the General Assembly a budgetary recommendation for the grants and the requirement that the Board notify applicants that the award of grants is contingent upon the availability of appropriated funds.

1 | AN ACT concerning education.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Board of Higher Education Act is amended by | ||||||
5 | changing Section 9.28 as follows:
| ||||||
6 | (110 ILCS 205/9.28)
| ||||||
7 | Sec. 9.28. Graduation incentive grant program.
| ||||||
8 | (a) The graduation incentive grant program is hereby | ||||||
9 | created. The program
shall be implemented and administered by | ||||||
10 | the Board of Higher Education to
provide grant incentives to | ||||||
11 | public universities that offer their undergraduate
students | ||||||
12 | contracts under which the university commits itself to provide | ||||||
13 | the
courses, programs, and support services necessary to enable | ||||||
14 | the contracting
students to graduate within 4 years. Grants | ||||||
15 | shall be awarded from
appropriations made to the Board of | ||||||
16 | Higher Education for purposes of this
Section.

17 | (b) To be eligible for grant consideration, a public | ||||||
18 | university shall
annually file a report with the Board of | ||||||
19 | Higher Education detailing its 4-year
graduation contract | ||||||
20 | program. The report shall include, at a minimum, the
following | ||||||
21 | information: the number of undergraduate students | ||||||
22 | participating in
the program, the requirements of the 4-year | ||||||
23 | graduation contracts offered by the
university, the types of |

1 | additional support services provided by the university
to the | ||||||
2 | contracting students, and the cost of the program.
| ||||||
3 | (c) In awarding grants to public universities under
this | ||||||
4 | Section, the Board of Higher Education may consider each | ||||||
5 | applicant's
report data, the number of institutions wishing to | ||||||
6 | participate, and such other
criteria as the Board of Higher | ||||||
7 | Education determines to be appropriate.

8 | (d) (Blank). The Board of Higher Education shall annually | ||||||
9 | submit to the Governor and
the General Assembly a budgetary | ||||||
10 | recommendation for grants under this Section
and shall notify | ||||||
11 | applicants for grant assistance that the award of grants under
| ||||||
12 | this Section is contingent upon the availability of | ||||||
13 | appropriated funds.
| ||||||
14 | (e) The Board of Higher Education may adopt such rules as | ||||||
15 | it deems necessary
for administration of the grant program | ||||||
16 | created by this Section.
