1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by changing Sections
53-1.1 and 6-5 as follows:
6 (105 ILCS 5/3-1.1) (from Ch. 122, par. 3-1.1)
7 Sec. 3-1.1. Eligible voters. Whenever a unit school
8district is located in more than one educational service
9region, a qualified elector residing in that unit school
10district but outside of the educational service region
11administered by the regional superintendent of schools having
12supervision and control over that unit school district shall
13be eligible to vote in any election held to elect the regional
14superintendent of schools of the educational service region
15that is administered by the regional superintendent of schools
16who has supervision and control over that unit school
17district, but the elector shall not also be eligible to vote in
18the election held to elect the regional superintendent of
19schools of the educational service region in which the elector
20resides.
21 Not less than 100 days before each general primary
22election, the regional superintendent of schools shall certify
23to the State Board of Elections a list of each unit school

1district under his or her supervision and control and each
2county in which all or any part of each of those districts is
3located. The State Board of Elections shall certify each of
4those unit school districts and counties to the appropriate
5election authorities within 20 days after receiving the list
6certified by the regional superintendent of schools.
7 The election authority in a single county educational
8service region whose regional superintendent of schools
9exercises supervision and control over a unit school district
10that is located in that single county educational service
11region and in one or more other educational service regions
12shall certify to the election authority of each of those other
13educational service regions in which the unit school district
14is located the candidates for the office of the regional
15superintendent of schools exercising supervision and control
16over that unit school district.

19 Sec. 6-5. Qualifications and eligibility of voters. A
20person is qualified to vote at an election for members of the
21regional board of school trustees who is a registered voter as
22provided in the Election Code and has resided within the State
23and in the voting precinct for 28 days immediately preceding
24the election, and who is a citizen of the United States and has
25attained the age of 18 years.

1 Whenever a unit school district is located in more than
2one educational service region, a qualified elector residing

4service region administered by the regional superintendent of
5schools having supervision and control over that unit school

7elect members of the regional board of school trustees for the
8educational service that is administered by the regional

11eligible to vote in the election held to elect the members of
12the regional board of school trustees for the educational

15the regional superintendent of schools shall certify to the
16State Board of Elections a list of each unit school district
17under his or her supervision and control and each county in
18which all or any part of each of those districts is located.
19The State Board of Elections shall certify each of those unit
20school districts and counties to the appropriate election
21authorities within 20 days after receiving the list certified
22by the regional superintendent of schools.
23 The election authority in a single county educational
24service region whose regional superintendent of schools
25exercises supervision and control over a unit school district
26that is located in that single county educational service

10 Section 99. Effective date. This Act takes effect upon
