Bill Title: Amends the Public Graveyards Act and the Township Code. Provides that if a township supervisor issues a payout from the township treasury for any purpose, the township clerk shall attest to all moneys paid out. Amends the Illinois Highway Code with similar provisions concerning the road district clerk attesting to all moneys paid out of the road district's treasury or township treasury. Effective on January 1, 2019.

Amends the Public Graveyards Act and the Township Code. Provides that if a township supervisor issues a payout from the township treasury for any purpose, the township clerk shall attest to all moneys paid out. Amends the Illinois Highway Code with similar provisions concerning the road district clerk attesting to all moneys paid out of the road district's treasury or township treasury. Effective on January 1, 2019.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Graveyards Act is amended by changing
5Section 2c as follows:
6 (50 ILCS 610/2c) (from Ch. 21, par. 14c)
7 Sec. 2c. Use of township funds.
8 (a) The board of trustees of any township may appropriate
9funds from the township treasury to be used for the purpose of
10putting any old, neglected graves and cemeteries controlled,
11managed, and owned by the township in a cleaner and more
12respectable condition.
13 (b) The board of trustees of any township may appropriate
14funds from the township treasury to be used for the maintenance
15of a cemetery owned by the State or another unit of local
16government. The board of trustees of any township may
17appropriate funds from the township treasury to be used for the
18maintenance of non-profit cemeteries, but not for religious or
19sectarian purposes.
20 (c) If a township supervisor issues a payout from the
21township treasury for any purpose described in this Act, the
22township clerk shall attest to all moneys paid out.

1 Section 10. The Township Code is amended by adding Section
27-27 as follows:
3 (60 ILCS 1/7-27 new)
4 Sec. 7-27. Attestation to funds endorsed by the supervisor.
5If a township supervisor issues a payout of funds from the
6township treasury, the township clerk shall attest to such
7payment.
8 Section 15. The Illinois Highway Code is amended by adding
9Section 6-114.5 as follows:
10 (605 ILCS 5/6-114.5 new)
11 Sec. 6-114.5. Attestation to funds endorsed by the
12treasurer. If a road district treasurer issues a payout from
13the road district's treasury or the township treasury, the road
14district clerk shall attest to all moneys paid out.
15 Section 99. Effective date. This Act takes effect January
