Bill Title: Amends the Public Utilities Act. Provides that the Illinois Commerce Commission may establish a program for promoting expanded use of energy savings programs for residential and small commercial customers. Provides that the program shall include the use of thermostats, lights, plugs, and other devices that allow a customer to control and reduce his or her energy usage. Provides that on or before September 1, 2020, and every 2 years thereafter, the Commission shall initiate a collaborative workshop for stakeholders, retail electric suppliers, advocates for energy savings, and industry representatives developing energy savings devices and applications. Provides that any recommendations arising from the workshop shall be included in the annual report of the Office of Retail Market Development.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Utilities Act is amended by adding
5Section 20-140 as follows:
6 (220 ILCS 5/20-140 new)
7 Sec. 20-140. Expanded use of energy savings programs.
8 (a) The Commission may establish a program for promoting
9expanded use of energy savings programs for residential and
10small commercial customers. The program shall include the use
11of thermostats, lights, plugs, and other devices that allow a
12customer to control and reduce his or her energy usage. The
13program shall not discriminate based on brand names and shall
14include ways to promote those devices and incentives for
15residential customers, including both homeowners and renters.
16Nothing in this Section is intended to modify the rights or
17obligations set forth in Sections 8-103B and 8-104 of this Act
18or divert or reallocate the funding available under those
19Sections.
20 (b) On or before September 1, 2020, and every 2 years
21thereafter, the Commission shall initiate a collaborative
22workshop for stakeholders, retail electric suppliers,
23advocates for energy savings, and industry representatives

1developing energy savings devices and applications.
2 (c) Any recommendations arising from the collaborative
3workshop described in subsection (b) shall be included in the
