Bill Title: Amends the Capital Development Board Act. Provides that the Capital Development Board shall maintain on its website links to all currently applicable State building codes. Requires State agencies that propose to adopt new building or construction requirements, or amendments to existing requirements, to report certain information to the Capital Development Board. Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Capital Development Board Act is amended by
5adding Section 19 as follows:
6 (20 ILCS 3105/19 new)
7 Sec. 19. Access to State building or construction codes.
8 (a) The Board shall maintain on its website, accessible
9from the Illinois State Government website, links to all
10currently applicable State building codes as provided in the
11Illinois Administrative Code.
12 (b) Every State agency that proposes to adopt new building
13or construction requirements, or amendments to existing
14requirements, shall report that proposed activity to the Board.
15For purposes of this Section, State agency building or
16construction requirements include, but are not limited to,
17those affecting general construction, plumbing, electrical,
18accessibility, fire protection, drinking water, waste water,
19asbestos, ozone, radon, and any other requirements that the
20State applies to construction activities. The report shall be
21submitted at least 30 days before the State agency officially
22proposes the changes by filing the First Notice of its
23rulemaking with the Secretary of State. The report shall

1include a plain language summary of the proposed changes and
2the State agency contact to whom comments on the proposal can
3be made.
4 (c) The Board shall provide on its website the information
5given to it by State agencies under subsection (b) and shall
6provide a link to the Illinois Register page where the
7rulemaking is proposed and can be viewed by the interested
8public.
9 (d) When the State agency moves its rulemaking to Second
10Notice, it shall notify the Board and the Board shall post a
11notice of this activity on its website and provide a link to
12the Illinois General Assembly website where the Second Notice
13version of the rulemaking can be viewed.
14 (e) When the State agency adopts a rulemaking creating or
15amending building or construction rules, it shall notify the
16Board and the Board shall post a notice of this activity on its
17website and provide a link to the Illinois Register page where
18the adoption occurred.
19 Section 99. Effective date. This Act takes effect upon
20becoming law.
