Bill Title: Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require all regulated utilities under its authority to submit a quarterly report on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises. Provides that each regulated utility shall submit the rules, regulations, and definitions used for their procurement goals in their quarterly report, and the Commission shall publish each quarterly report on its website and shall maintain each quarterly report for at least 5 years. Effective immediately.

AN ACT concerning regulation.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Public Utilities Act is amended by adding
Section 5-115 as follows:

Sec. 5-115. Minority, female, veterans, small business
reports and spending. The Commission shall require all
regulated gas and electric utilities with at least 100,000
customers under its authority to submit an annual report by
February 1, 2013 and each February 1 thereafter, in a
searchable Adobe PDF format, on all procurement goals and
actual spending for minority-owned, women-owned,
veteran-owned, and small business enterprises in the previous
calendar year. These goals shall be expressed as a percentage
of the total work performed by the regulated utility, and the
actual spending for all minority-owned, women-owned,
veteran-owned, and small business enterprises shall also be
expressed as a percentage of the total work performed by the
regulated utility.
Each regulated gas and electric utility with at least
100,000 customers shall submit the rules, regulations, and
definitions used for their procurement goals in their annual
report.
The Commission shall publish each annual report on its
website and shall maintain each annual report for at least 5
years.
Section 99. Effective date. This Act takes effect upon
becoming law.
