Bill Title: Amends the Illinois Vehicle Code. Provides that any charitable non-for-profit organization that is exempt from federal income taxation under Section 501(c)(3) of the Internal Revenue Code engaged in the maintenance and repair of motor vehicles may make application to the Secretary of State for special dealer plates under the Code for use on a motor vehicle prior to donating the vehicle to a low-income individual. Provides that the Secretary shall, upon granting the application, issue the charitable organization a maximum of 8 sets of special plates at a fee set for charitable vehicles under the Code. Effective immediately.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-407.5 as follows:
6 (625 ILCS 5/3-407.5 new)
7 Sec. 3-407.5. Temporary permit for charitable
8non-for-profit organization. Any charitable non-for-profit
9organization that is exempt from federal income taxation under
10Section 501(c)(3) of the Internal Revenue Code and engaged in
11the maintenance and repair of motor vehicles may make
12application to the Secretary for a temporary permit to operate
13a motor vehicle prior to donating the vehicle to a low-income
14individual. A permit issued under this Section shall be valid
15for 90 days.
16 Section 99. Effective date. This Act takes effect July 1,
