Bill Title: Amends the Department of Veterans' Affairs Act. Requires the Auditor General to conduct a performance audit of the management by the Department of Veterans' Affairs and the Department of Public Health of the 2020 COVID-19 outbreak at the LaSalle Veterans' Home. Provides that the performance audit shall include specified determinations. Provides that the Department of Veterans' Affairs, the Department of Public Health, and any other State agency or other entity or person that may have information relevant to the audit shall cooperate fully and promptly with the Auditor General in the audit. Requires the Auditor General to commence the audit as soon as practical and report its findings and recommendations upon completion in accordance with the Illinois State Auditing Act. Repeals the provisions on December 31, 2021. Effective immediately.

SYNOPSIS AS INTRODUCED:
20 ILCS 2805/39 new

Amends the Department of Veterans' Affairs Act. Requires the Auditor General to conduct a performance audit of the Department of Veterans' Affairs's and the Department of Public Health's management of the 2020 COVID-19 outbreak at the LaSalle Veterans' Home. Provides that the performance audit shall include specified determinations. 1 AN ACT concerning veterans.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Veterans' Affairs Act is
5amended by adding Section 39 as follows:
6 (20 ILCS 2805/39 new)
7 Sec. 39. Department audit.
8 (a) The Auditor General shall conduct a performance audit
9of the Department's and the Department of Public Health's
10management of the 2020 COVID-19 outbreak at the LaSalle
11Veterans' Home. The performance audit shall include, but shall
12not be limited to, the following determinations:
13 (1) The responses of the Department and the Department
14 of Public Health to the outbreak of COVID-19 in November
15 and December of 2020.
16 (2) The type, cost, and timing of any infrastructure
17 or other building improvements intended to contain the
18 further spread of COVID-19.
19 (3) The nature of changes made by the Department and
20 the Department of Public Health in operating protocols and
21 staff training thereon intended to contain the further
22 spread of COVID-19 or prevent its reoccurrence.
23 (4) The nature and extent of monitoring conducted by

1 the Department and the Department of Public Health to
2 determine whether the improvements and protocols put in
3 place are effective to ensure the safety of residents and
4 staff at the LaSalle Veterans' Home.
5 (5) The amount of State moneys received and expended
6 by the Department, the Department of Public Health, or any
7 other State agency during State fiscal year 2021 for any
8 improvements, monitoring, or other measures taken to
9 address the COVID-19 pandemic at the LaSalle Veterans'
10 Home.
11 (b) The Department, the Department of Public Health, and
12any other State agency or other entity or person that may have
13information relevant to the audit under subsection (a) shall
14cooperate fully and promptly with the Auditor General in the
15audit. The Auditor General shall commence this audit as soon
16as practical and report its findings and recommendations upon
17completion in accordance with the provisions of Section 3-14
18of the Illinois State Auditing Act.
19 (c) This Section is repealed on December 31, 2021.
20 Section 99. Effective date. This Act takes effect upon
21becoming law.
