Bill Title: Amends the Illinois Local Library Act. Provides that before the Board of Library Trustees may commence construction, remodeling, repairing, or improving of a library building, it shall advertise for bids if the cost of the project exceeds $25,000 (currently, $20,000). Amends the Public Library District Act of 1991 making similar changes. Effective immediately.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Local Library Act is amended by
5adding Section 4-18 as follows:
6 (75 ILCS 5/4-18 new)
7 Sec. 4-18. Advisory referenda. By a vote of the majority of
8the members of the board of trustees, the board may authorize
9an advisory question directly related to the operation of the
10library to be placed on the ballot at the next regularly
11scheduled election in the city, village, incorporated town, or
12township in which the public library is located. The board
13shall certify the question to the proper election authority,
14which must submit the question at an election in accordance
15with the Election Code.
16 Section 10. The Public Library District Act of 1991 is
17amended by adding Section 30-62 as follows:
