Bill Title: Amends the Illinois Local Library Act. Provides that before the Board of Library Trustees may commence construction, remodeling, repairing, or improving of a library building, it shall advertise for bids if the cost of the project exceeds $25,000 (currently, $20,000). Amends the Public Library District Act of 1991 making similar changes. Effective immediately.

| 1 | AN ACT concerning local government.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Illinois Local Library Act is amended by | ||||||
| 5 | adding Section 4-18 as follows:
| ||||||
| 6 | (75 ILCS 5/4-18 new) | ||||||
| 7 | Sec. 4-18. Advisory referenda. By a vote of the majority of | ||||||
| 8 | the members of the board of trustees, the board may authorize | ||||||
| 9 | an advisory question of public policy to be placed on the | ||||||
| 10 | ballot at the next regularly scheduled election in the city, | ||||||
| 11 | village, incorporated town, or township in which the public | ||||||
| 12 | library is located. The board shall certify the question to the | ||||||
| 13 | proper election authority, which must submit the question at an | ||||||
| 14 | election in accordance with the Election Code.

| 15 | Section 10. The Public Library District Act of 1991 is | ||||||
| 16 | amended by adding Section 30-62 as follows:
