Bill Title: Amends the Illinois Local Library Act. Provides that before the Board of Library Trustees may commence construction, remodeling, repairing, or improving of a library building, it shall advertise for bids if the cost of the project exceeds $25,000 (currently, $20,000). Amends the Public Library District Act of 1991 making similar changes. Effective immediately.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Local Library Act is amended by
5adding Section 4-18 as follows:
6 (75 ILCS 5/4-18 new)
7 Sec. 4-18. Advisory referenda. By a vote of the majority of
8the members of the board of trustees, the board may authorize
9an advisory question of public policy to be placed on the
10ballot at the next regularly scheduled election in the city,
11village, incorporated town, or township in which the public
12library is located. The board shall certify the question to the
13proper election authority, which must submit the question at an
14election in accordance with the Election Code.
15 Section 10. The Public Library District Act of 1991 is
16amended by adding Section 30-62 as follows:
17 (75 ILCS 16/30-62 new)
18 Sec. 30-62. Advisory referenda. By a vote of the majority
19of the members of the board, the board may authorize an
20advisory question of public policy to be placed on the ballot
21at the next regularly scheduled election in the district. The
