Bill Title: Amends the Emergency Medical Services (EMS) Systems Act. Provides for licensure of stretcher van providers by the Department of Public Health. Provides that a stretcher van provider may provide transport of a passenger on a stretcher, provided the passenger needs no medical equipment, medical monitoring, or medical observation. Provides that a stretcher van provider may not provide transport of a passenger if the passenger is acutely ill, wounded, or medically unstable or meets certain other conditions. Sets forth the Department's responsibilities in connection with licensure of stretcher van providers. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:

5 | Section 5. If and only if House Bill 2424 of the 96th | ||||||
6 | General Assembly becomes law, then the Public Utilities Act is | ||||||
7 | amended by repealing Section 8-511.

8 | Section 10. If and only if House Bill 2424 of the 96th | ||||||
9 | General Assembly becomes law, then the Park and Recreational | ||||||
10 | Facility Construction Act is amended by changing Sections 20-5 | ||||||
11 | and 20-10 as follows:

13 | Sec. 20-5. Definitions. As used in this Act: | ||||||
14 | "Department" means the Department of Natural Resources. | ||||||
15 | "Grant index" means a figure for each park or recreation | ||||||
16 | unit equal to one minus the
ratio of the park or recreation | ||||||
17 | unit's equalized assessed valuation per capita to the equalized | ||||||
18 | assessed valuation per capita of the park or recreation unit | ||||||
19 | located at the 90th percentile for all park or recreation units | ||||||
20 | in the State. The grant index shall be no less than 0.35 and no | ||||||
21 | greater than
0.75 for each park or recreation unit; provided | ||||||
22 | that the grant index for park or recreation units whose

1 | equalized assessed valuation per capita is at the
99th | ||||||
2 | percentile and above for all park or recreation units in the | ||||||
3 | State shall be 0.00. | ||||||
4 | "Park or recreation unit" means the governmental unit of | ||||||
5 | any public park, park district, park and recreation district, | ||||||
6 | recreational facility, or recreation system established under | ||||||
7 | the Park District Code, the Chicago Park District Act, the | ||||||
8 | Metro-East Park and Recreation District Act, or the Illinois | ||||||
9 | Municipal Code or the governmental unit of a forest preserve | ||||||
10 | district established under the Downstate Forest Preserve | ||||||
11 | District Act that maintains a zoological park pursuant to the | ||||||
12 | Forest Preserve Zoological Parks Act .

13 | "Park or recreation unit construction project" means the | ||||||
14 | acquisition, development,
construction, reconstruction, | ||||||
15 | rehabilitation, improvement, architectural
planning, | ||||||
16 | installation, maintenance, and upkeep of (i) capital | ||||||
17 | facilities consisting of buildings,
structures, durable | ||||||
18 | equipment, and land for park or recreation purposes , and (ii) | ||||||
19 | open spaces and natural areas, as those terms are defined in | ||||||
20 | Section 10 of the Illinois Open Land Trust Act , and (iii) | ||||||
21 | zoological parks established under the Forest Preserve | ||||||
22 | Zoological Parks Act .

25 | Sec. 20-10. Grant awards. The Department is authorized to

1 | make grants to park or recreation units for park or recreation | ||||||
2 | unit construction projects with funds
appropriated for that | ||||||
3 | purpose from the Build Illinois Bond Fund. However, in the case | ||||||
4 | of a park or recreation unit that is a forest preserve | ||||||
5 | district, the Department is not authorized to make grants for | ||||||
6 | purposes other than those enumerated in the Forest Preserve | ||||||
7 | Zoological Parks Act.

9 | Section 99. Effective date. This Act takes effect upon | ||||||
10 | becoming law.
