Bill Title: Amends the Medicaid Revenue Act. Requires the Department of Healthcare and Family Services, in accordance with the federal Patient Protection and Affordable Care Act, to establish a Basic Health Program within its existing Medicaid managed care and care coordination programs in order to help serve the health care needs of individuals earning between 133% and 200% of the federal poverty level. Provides that the Department shall ensure full implementation of the Basic Health Program by January 1, 2014 and shall take all necessary steps to ensure that the State of Illinois is eligible for, and receives, the enhanced federal matching funds available to serve this currently underserved population.

SYNOPSIS AS INTRODUCED:
305 ILCS 35/6-6 new

Amends the Medicaid Revenue Act. 2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Medicaid Revenue Act is amended by adding
5Section 6-6 as follows:
6 (305 ILCS 35/6-6 new)
7 Sec. 6-6. Basic Health Program. The Department of
8Healthcare and Family Services, in accordance with the federal
9Patient Protection and Affordable Care Act, shall establish a
10Basic Health Program within its existing Medicaid managed care
11and care coordination programs in order to help serve the
12health care needs of individuals earning between 133% and 200%
13of the federal poverty level. The Department shall take into
14consideration guidance from the United States Department of
15Health and Human Services on the establishment of the Basic
16Health Program in its implementation. The Department shall
17ensure full implementation of the Basic Health Program by
18January 1, 2014 and shall take all necessary steps to ensure
19that the State of Illinois is eligible for, and receives, the
20enhanced federal matching funds available to serve this
21currently underserved population.
