1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Project Labor Agreements Act is amended by
5changing Section 10 as follows:
6 (30 ILCS 571/10)
7 Sec. 10. Public works projects. On projects totaling
8$15,000,000 or more in costs a project-by-project basis, a
9State department, agency, authority, board, or instrumentality
10that is under the control of the Governor shall, on a
11project-by-project basis, include a project labor agreement on
12a public works project when that department, agency, authority,
13board, or instrumentality has determined that the agreement
14advances the State's interests of cost, efficiency, quality,
15safety, timeliness, skilled labor force, labor stability, or
16the State's policy to advance minority-owned and women-owned
17businesses and minority and female employment. For purposes of
18this Act, any corrective action performed pursuant to Title XVI
19of the Environmental Protection Act for which payment from the
20Underground Storage Tank Fund is requested shall be considered
21a public works project.
