Amends the Public Utilities Act. Provides that a public utility providing electric service to less than 800,000 customers may not charge non-residential customers a rate from June through September that is more than 10% higher than the rate charged from October through May. Effective immediately.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Utilities Act is amended by adding
5Section 9-254 as follows:
6 (220 ILCS 5/9-254 new)
7 Sec. 9-254. Winter to summer rates. Notwithstanding any
8provision of law to the contrary, a public utility providing
9electric service to less than 800,000 customers may not charge
10non-residential customers a rate from June through September
11that is more than 10% higher than the rate charged from October
12through May.
13 Section 99. Effective date. This Act takes effect upon
14becoming law.
