1 AN ACT concerning housing.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Housing Act is amended by changing
5Section 2 as follows:
6 (310 ILCS 5/2) (from Ch. 67 1/2, par. 152)
7 Sec. 2. It is hereby declared that that congested and
8unsanitary housing conditions which exist in certain areas of
9the state in low-priced dwellings are a menace to the health,
10safety, morals, welfare and reasonable comfort of the citizens
11of the state. The correction of these conditions in such areas
12being now otherwise impossible, it is essential that provision
13be made to encourage the investment of funds at low interest
14rates, the acquisition at fair prices of adequate parcels of
15land, the gradual demolition of existing unsanitary and unsafe
16housing and the construction of new housing facilities under
17public supervision, with proper standards of sanitation and
18safety, and at a cost which will permit monthly rentals or
19charges which wage-earners can afford to pay, and not in excess
20of the rates hereinafter provided.
21 Therefore, there are created and authorized the agencies
22and instrumentalities hereinafter prescribed, which are
23declared to be the agencies and instrumentalities of the state
