Bill Title: Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality may revoke or suspend the license of and impose a fine on (i) a tattoo establishment in which the owner or an employee applies on an individual any tattoo that contains gang-related names, symbols, or markings, or (ii) a tattoo artist who applies on an individual any tattoo that contains gang-related names, symbols, or markings. Defines "gang-related names, symbols, or markings", "criminal street gang", "tattoo", and "tattoo artist".

AN ACT concerning local government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Municipal Code is amended by adding
Section 11-60-3 as follows:

Sec. 11-60-3. Revocation of license; tattoo establishments
and tattoo artists. The corporate authorities of any
municipality may revoke or suspend the license of and impose a
fine on (i) a tattoo establishment in which the owner or an
employee applies on an individual any tattoo that contains
gang-related names, symbols, or markings, or (ii) a tattoo
artist who applies on an individual any tattoo that contains
gang-related names, symbols, or markings. For the purposes of
this Section: "gang-related names, symbols, or markings" means
any name, sign, or other symbol intended to identify a criminal
street gang; "criminal street gang" has the meaning ascribed to
it in Section 10 of the Illinois Streetgang Terrorism Omnibus
Prevention Act; "tattoo" means to insert pigment under the
surface of the skin of a human being, by pricking with a needle
or otherwise, so as to produce an indelible mark or figure
visible through the skin; and "tattoo artist" means an
individual who applies tattoos.
