HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives wish to congratulate Rory L. Washburn on the
occasion of being inducted into the East Central Iowa -
Northwestern Illinois AFL-CIO Hall of Fame; and
WHEREAS, As a member of the International Association of
Heat and Frost Insulators and Director of the Tri-City Building
Trades Council, Rory Washburn has had the privilege of being a
union member for 37 years; he began his career with the
Insulators in 1980, starting his apprenticeship with
International Association of Heat and Frost Insulators Local 81
in 1982; he became a Journeyman Insulator in 1986; and
WHEREAS, In 1988, Rory Washburn was elected to the
Executive Board of Local 81; after serving for six years as a
member of the Executive Board, he was elected to serve as
Business Manager of Local 81 in 1995, serving there until 2002;
and
WHEREAS, In 2002, Rory Washburn was elected to serve as
Executive Director of the Tri-City Building and Construction
Trades Council, a position he has held for the last 14 years;
during this time, he has also served as Co-Chair of the Illowa
Labor Management Council and as Secretary-Treasurer for the

Illinois Prevailing Wage Council; he is proud of the working
relationships that have been built with local, state, and
federal officials across Illinois and Iowa; and
WHEREAS, Throughout his career, Rory Washburn has worked
with many economic development and civic organizations,
including the United Way, Vera French, the Riverboat
Development Association, the Red Cross, the NAACP, the Boys and
Girls Club, the American Heart Association, Junior
Achievement, Quad Cities Interfaith, the Quad City Federation
of Labor, ReNew Moline, the Bi-State Regional Commission, the
Illinois Prevailing Wage Council, Iowa State Building Trades,
the Illinois Chamber of Commerce, Davenport One, the Bettendorf
Chamber of Commerce, the Quad Cities Chamber of Commerce, the
Clinton Regional Development Group, the Galesburg Chamber of
Commerce, and the Galesburg Regional Economic Development
Association; and
WHEREAS, Rory Washburn and his wife Ann have been married
for 27 years; they have two children, Ryan and Reagan;
therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
congratulate Rory L. Washburn on the occasion of being inducted
into the East Central Iowa - Northwestern Illinois AFL-CIO Hall

of Fame and wish him continued success and happiness in the
future; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to Rory Washburn as a symbol of our esteem and
respect.
