2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Rory L. Washburn on the | ||||||
4 | occasion of being inducted into the East Central Iowa - | ||||||
5 | Northwestern Illinois AFL-CIO Hall of Fame; and
| ||||||
6 | WHEREAS, As a member of the International Association of | ||||||
7 | Heat and Frost Insulators and Director of the Tri-City Building | ||||||
8 | Trades Council, Rory Washburn has had the privilege of being a | ||||||
9 | union member for 37 years; he began his career with the | ||||||
10 | Insulators in 1980, starting his apprenticeship with | ||||||
11 | International Association of Heat and Frost Insulators Local 81 | ||||||
12 | in 1982; he became a Journeyman Insulator in 1986; and
| ||||||
13 | WHEREAS, In 1988, Rory Washburn was elected to the | ||||||
14 | Executive Board of Local 81; after serving for six years as a | ||||||
15 | member of the Executive Board, he was elected to serve as | ||||||
16 | Business Manager of Local 81 in 1995, serving there until 2002; | ||||||
17 | and
| ||||||
18 | WHEREAS, In 2002, Rory Washburn was elected to serve as | ||||||
19 | Executive Director of the Tri-City Building and Construction | ||||||
20 | Trades Council, a position he has held for the last 14 years; | ||||||
21 | during this time, he has also served as Co-Chair of the Illowa | ||||||
22 | Labor Management Council and as Secretary-Treasurer for the |

1 | Illinois Prevailing Wage Council; he is proud of the working | ||||||
2 | relationships that have been built with local, state, and | ||||||
3 | federal officials across Illinois and Iowa; and
| ||||||
4 | WHEREAS, Throughout his career, Rory Washburn has worked | ||||||
5 | with many economic development and civic organizations, | ||||||
6 | including the United Way, Vera French, the Riverboat | ||||||
7 | Development Association, the Red Cross, the NAACP, the Boys and | ||||||
8 | Girls Club, the American Heart Association, Junior | ||||||
9 | Achievement, Quad Cities Interfaith, the Quad City Federation | ||||||
10 | of Labor, ReNew Moline, the Bi-State Regional Commission, the | ||||||
11 | Illinois Prevailing Wage Council, Iowa State Building Trades, | ||||||
12 | the Illinois Chamber of Commerce, Davenport One, the Bettendorf | ||||||
13 | Chamber of Commerce, the Quad Cities Chamber of Commerce, the | ||||||
14 | Clinton Regional Development Group, the Galesburg Chamber of | ||||||
15 | Commerce, and the Galesburg Regional Economic Development | ||||||
16 | Association; and

17 | WHEREAS, Rory Washburn and his wife Ann have been married | ||||||
18 | for 27 years; they have two children, Ryan and Reagan; | ||||||
19 | therefore, be it

20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
21 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
22 | congratulate Rory L. Washburn on the occasion of being inducted | ||||||
23 | into the East Central Iowa - Northwestern Illinois AFL-CIO Hall |

1 | of Fame and wish him continued success and happiness in the | ||||||
2 | future; and be it further
