2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Dr. Philip | ||||||
4 | Holloway on receiving the 2018 Rural Physician of Excellence | ||||||
5 | Award from the Illinois Rural Health Association; and
| ||||||
6 | WHEREAS, One of the biggest healthcare challenges across | ||||||
7 | our nation is the shortage of physicians who practice in rural | ||||||
8 | settings; and
| ||||||
9 | WHEREAS, Dr. Holloway earned his Bachelor of Science from | ||||||
10 | Millikin University and graduated from the Illinois College of | ||||||
11 | Podiatric Medicine in 1982; and
| ||||||
12 | WHEREAS, After graduation, Dr. Holloway completed a Foot | ||||||
13 | and Ankle Radiology Fellowship at the Scholl Illinois College | ||||||
14 | of Podiatric Medicine and then his residency in Podiatric | ||||||
15 | Medicine and Surgery at the Hines VA Hospital in Chicago in | ||||||
16 | 1983; and

17 | WHEREAS, In 1984, Dr. Holloway returned to his hometown and | ||||||
18 | began practicing at the Paris Community Hospital/Family | ||||||
19 | Medical Center; and
| ||||||
20 | WHEREAS, Dr. Holloway also treats patients at the Rural |

| |||||||
1 | Health Clinics in Marshall and Clinton, Indiana; and
| ||||||
2 | WHEREAS, Dr. Holloway serves as an active member of the | ||||||
3 | board of directors for the Illinois Rural Community Care | ||||||
4 | Organization; and
| ||||||
5 | WHEREAS, Dr. Holloway also serves on the board of Hopes and | ||||||
6 | Dreams, a local organization whose mission is to alleviate the | ||||||
7 | housing challenges facing by teens whose basic needs are not | ||||||
8 | being met so they can concentrate on staying in school; and
| ||||||
9 | WHEREAS, Dr. Holloway's passion for rural health is not | ||||||
10 | limited to podiatry; he actively recruits physicians of all | ||||||
11 | specialties to practice in rural settings and played an | ||||||
12 | integral role in starting Horizon Health's telepsychiatry and | ||||||
13 | dialysis services; and
| ||||||
14 | WHEREAS, Dr. Holloway not only attends to the healthcare | ||||||
15 | needs of his community but the culinary needs as well; he can | ||||||
16 | often be found cooking and serving customers with his wife, | ||||||
17 | Lynn, at his family's Main Street Cafe; and
| ||||||
18 | WHEREAS, Dr. Holloway has made a huge impact in improving | ||||||
19 | rural healthcare in central eastern Illinois; therefore, be it
| ||||||
20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

1 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
2 | congratulate Dr. Philip Holloway on receiving the 2018 Rural | ||||||
3 | Physician of Excellence Award, and we commend him for his 35 | ||||||
4 | years of self-less service and dedication to his patients; and | ||||||
5 | be it further

6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to Dr. Holloway as a symbol of our respect and | ||||||
8 | esteem.
