HOUSE RESOLUTION
2 WHEREAS, Taxes in the south suburbs are at an all-time
3high; and
4 WHEREAS, The south suburbs have failed to produce on three
5solid economic restoration projects, including the third
6airport, the Metra revitalization, and the I-57 corridor
7project; and
8 WHEREAS, Many local economies are barely surviving, and
9taxes are driving residents out of the area; schools are
10relying on increased taxes to fund programs, and many programs
11are being cancelled; and
12 WHEREAS, A five-year special tax designation program will
13seek to provide needed redress to the high tax system, provided
14that municipalities buy into the program and commit resources
15to spur real economic development, combined with funds from the
16State's infrastructure program; therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19urge the General Assembly to grant a five-year special tax for
20the south suburbs, which allows flat-rate taxes for alternating
21years for homeowners and businesses; homeowners would pay a

1flat rate of $4,500 per year if they have lived in their homes
2for seven or more years; the next year, any commercial business
3would pay a flat rate of $65,000 if they have been in business
4for seven or more years; new or existing businesses that employ
5more than fifteen to 25 people would only pay a flat rate in
6the year of the flat-rate tax system; and be it further
7 RESOLVED, That the special tax goes into effect providing
8that each community passes an ordinance or corresponding
9resolution accepting the flat tax rate, and that each
10municipality submits a three to five year redevelopment plan
11that addresses the creation of new businesses, housing market
12stabilization, black and Hispanic contracting goals, and a
13youth employment plan.
