1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, Taxes in the south suburbs are at an all-time | ||||||
3 | high; and
| ||||||
4 | WHEREAS, The south suburbs have failed to produce on three | ||||||
5 | solid economic restoration projects, including the third | ||||||
6 | airport, the Metra revitalization, and the I-57 corridor | ||||||
7 | project; and
| ||||||
8 | WHEREAS, Many local economies are barely surviving, and | ||||||
9 | taxes are driving residents out of the area; schools are | ||||||
10 | relying on increased taxes to fund programs, and many programs | ||||||
11 | are being cancelled; and
| ||||||
12 | WHEREAS, A five-year special tax designation program will | ||||||
13 | seek to provide needed redress to the high tax system, provided | ||||||
14 | that municipalities buy into the program and commit resources | ||||||
15 | to spur real economic development, combined with funds from the | ||||||
16 | State's infrastructure program; therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
18 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
19 | urge the General Assembly to grant a five-year special tax for | ||||||
20 | the south suburbs, which allows flat-rate taxes for alternating | ||||||
21 | years for homeowners and businesses; homeowners would pay a |

1 | flat rate of $4,500 per year if they have lived in their homes | ||||||
2 | for seven or more years; the next year, any commercial business | ||||||
3 | would pay a flat rate of $65,000 if they have been in business | ||||||
4 | for seven or more years; new or existing businesses that employ | ||||||
5 | more than fifteen to 25 people would only pay a flat rate in | ||||||
6 | the year of the flat-rate tax system; and be it further

7 | RESOLVED, That the special tax goes into effect providing | ||||||
8 | that each community passes an ordinance or corresponding | ||||||
9 | resolution accepting the flat tax rate, and that each | ||||||
10 | municipality submits a three to five year redevelopment plan | ||||||
11 | that addresses the creation of new businesses, housing market | ||||||
12 | stabilization, black and Hispanic contracting goals, and a | ||||||
13 | youth employment plan.
