HOUSE RESOLUTION
2 WHEREAS, The areas in and around a casino can sometimes be
3unstable; the housing market can be volatile, the residents
4often face high taxes, and there is frequently a proliferation
5of video gaming establishments; and
6 WHEREAS, When a casino is placed within a border community
7or a low-income community, it is expected that the casino will
8generate enough income to sustain itself and stabilize the
9surrounding housing market, reduce taxes, and encourage small
10business investment; and
11 WHEREAS, Small businesses are barely surviving in the south
12suburbs, and with potential casinos comes the need for new
13measures to spur the economy and provide new jobs; therefore,
14be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17urge COGFA and the Illinois Gaming Board to conduct a study on
18the impact of placing a casino in the south suburbs,
19specifically on what the casino's impact would be on the local
20housing market, taxes, and minority-owned and small
21businesses; and be it further
