HOUSE RESOLUTION
2 WHEREAS, Methicillin-resistant Staphylococcus aureus
3(MRSA) is a type of bacteria that is resistant to treatment
4with the usual antibiotics and is the most common pathogen that
5causes Healthcare-Associated infections (HAIs) in the United
6States and around the world; and
7 WHEREAS, According to the U.S. Centers for Disease Control
8and Prevention (CDC), there were 80,400 invasive MRSA
9infections in 2011, and MRSA invasive infection rates do not
10include MRSA surgical site infections, which are 90% of all
11MRSA infections; including MRSA surgical site infection rates,
12the total number of MRSA healthcare-associated infections is
13723,600; and
14 WHEREAS, The U.S. Centers for Disease Control and
15Prevention (CDC) lists MRSA as a serious threat that requires
16prompt and sustained action to prevent the spread of MRSA which
17can cause severe problems such as blood stream, surgical site,
18central-line, and pneumonia infections; severe cases can cause
19sepsis and death; and
20 WHEREAS, In 2015, the World Health Organization (WHO)
21warned that the overuse of antibiotics is fueling dangerously
22high resistant levels; the former global director of the WHO

1has stated that "The rise of antibiotic resistance is a global
2crisis", and "antimicrobial resistance (AMR) is on the rise in
3every region of the world"; and
4 WHEREAS, According to the Illinois Department of Health's
5(IDPH) 2015 data, there were 17,578 healthcare-associated MRSA
6(HA-MRSA) cases from Illinois hospitals, and Illinois
7continues to have an ongoing MRSA epidemic; 75% of the patients
8infected with MRSA were 50 years of age or older with higher
9mortality rates; community-associated MRSA (CA-MRSA) infection
10rates continue still to be an unreported disease; and
11 WHEREAS, The U.S. Veterans Administration (VA) has been
12universally screening all patients upon admission for MRSA in
13all of their 150 facilities since 2007 and has reduced their
14MRSA hospital infection rates by over 80%, with 49.4% in
15long-term care facilities; and
16 WHEREAS, Individuals infected with MRSA are most likely to
17have longer and more expensive hospital stays, with the average
18cost between $35,000 to $120,000; and
19 WHEREAS, MRSA is a major factor in the annual price tag for
20treating healthcare-associated infections in the United
21States; and

1 WHEREAS, Anyone, not just infected patients but also MRSA
2colonized carriers, can be a vehicle for transmission of MRSA
3through skin-to-skin or object contact; and
4 WHEREAS, MRSA is a preventable disease with appropriate
5contact precautions, including strict adherence to hand
6hygiene and the decontamination of surfaces and the
7environment, along with a good antibiotic stewardship program
8in healthcare facilities; and
9 WHEREAS, Raising awareness of MRSA is important to the
10prevention of MRSA infections; therefore, be it
11 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
13support the work of patient advocates and organizations such as
14the MRSA Survivors Network in educating, supporting, and
15providing hope for individuals and their families affected by
16community and healthcare-associated infections; and be it
17further
18 RESOLVED, That we acknowledge the 10th anniversary of World
19MRSA Day, October 2, and the 10th anniversary of World MRSA
20Awareness Month in October; and be it further
21 RESOLVED, That we declare October 2, 2018 as "MRSA Day" in

1the State of Illinois; and be it further
2 RESOLVED, That a suitable copy of this resolution be
3presented to the MRSA Survivors Network as a symbol of our
4respect and esteem.
