HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives would like to congratulate Dr. Constance
4"Connie" Collins on the occasion of her retirement as Round
5Lake Area United District 116 Superintendent; and
6 WHEREAS, Dr. Collins arrived in Round Lake in 2010, when
7the district was under state control; now, Round Lake High
8School has been named as one of the state's top schools and the
9district has also received the certificate of financial
10excellence from the Association of School Business Officials
11for four consecutive years; and
12 WHEREAS, Dr. Collins oversaw the $29 million Round Lake
13High renovation that created STEM classrooms and labs, new
14athletic facilities, and a business incubator program; under
15her leadership, the high school's graduation rate increased
16from 72 percent to 90 percent in the last three years; and
17 WHEREAS, Dr. Collins has served the Lake County area as a
18board member for a number of organizations, including the YWCA
19of Lake County, SJCB Performing Arts Center, Lake County High
20Schools Technology Campus, Northern Lake County Conference,
21ECRA Advisory Board, Fox Lake/Round Lake Rotary Club, Round
22Lake Area Chamber of Commerce, and the Round Lake Area Exchange

1Club; and
2 WHEREAS, Dr. Collins has been a partner on many important
3State and local initiatives, including helping to pass the
4education funding overhaul; her advocacy and work to improve
5the lives of the district's children, their parents, teachers,
6and other academic professionals is unmatched; the greater
7Round Lake area and schools are directly better because of her
8tireless work; as a result of her stewardship, the school is a
9better place that will continue to thrive, both educationally
10and economically; therefore, be it
11 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
13congratulate Dr. Constance "Connie" Collins on the occasion of
14her retirement as Round Lake Area United District 116
15Superintendent, and we recognize her leadership and commitment
16to the education of her students; and be it further
17 RESOLVED, That a suitable copy of this resolution be
18presented to Dr. Collins as an expression of our esteem and
19respect.
