1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, Millions of older persons are abused, neglected,
| ||||||
3 | and exploited every year; and
| ||||||
4 | WHEREAS, Elder abuse is an intentional act, or failure to
| ||||||
5 | act, by a caregiver or another person in a relationship that
| ||||||
6 | causes or creates a risk of harm to an older adult; and
| ||||||
7 | WHEREAS, No person is immune to abuse, neglect, and
| ||||||
8 | exploitation; and
| ||||||
9 | WHEREAS, An estimated $2.6 billion or more is lost annually
| ||||||
10 | due to elder financial abuse and exploitation; and
| ||||||
11 | WHEREAS, In 2014, an estimated 35.9% of disabled adults
| ||||||
12 | ages 65 and older were abused; and
| ||||||
13 | WHEREAS, Elders with dementia are at a greater risk of
| ||||||
14 | abuse than those without and are particularly vulnerable to
| ||||||
15 | abuse because of impairments in memory, communication | ||||||
16 | abilities,
and judgment; and
| ||||||
17 | WHEREAS, Experts believe that for every case of elder abuse
| ||||||
18 | or neglect reported, as many as 23 go unreported; and

1 | WHEREAS, The National Center on Elder Abuse encourages
| ||||||
2 | individuals and organizations to raise public awareness about
| ||||||
3 | elder abuse; therefore, be it
| ||||||
4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
5 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
6 | urge the citizens of the State of Illinois to become aware of | ||||||
7 | elder abuse and neglect; and be it further
| ||||||
8 | RESOLVED, That we designate the date of June 15, 2018 as | ||||||
9 | Elder
Abuse Awareness Day in the State of Illinois.
