HOUSE RESOLUTION
2 WHEREAS, Millions of older persons are abused, neglected,
3and exploited every year; and
4 WHEREAS, Elder abuse is an intentional act, or failure to
5act, by a caregiver or another person in a relationship that
6causes or creates a risk of harm to an older adult; and
7 WHEREAS, No person is immune to abuse, neglect, and
8exploitation; and
9 WHEREAS, An estimated $2.6 billion or more is lost annually
10due to elder financial abuse and exploitation; and
11 WHEREAS, In 2014, an estimated 35.9% of disabled adults
12ages 65 and older were abused; and
13 WHEREAS, Elders with dementia are at a greater risk of
14abuse than those without and are particularly vulnerable to
15abuse because of impairments in memory, communication
16abilities, and judgment; and
17 WHEREAS, Experts believe that for every case of elder abuse
18or neglect reported, as many as 23 go unreported; and

1 WHEREAS, The National Center on Elder Abuse encourages
2individuals and organizations to raise public awareness about
3elder abuse; therefore, be it
4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
6urge the citizens of the State of Illinois to become aware of
7elder abuse and neglect; and be it further
8 RESOLVED, That we designate the date of June 15, 2018 as
9Elder Abuse Awareness Day in the State of Illinois.
