HOUSE RESOLUTION
2 WHEREAS, A trade school, also known as a technical school
3or vocational school, is a postsecondary educational
4institution designed to train students for a specific job in a
5skilled trade career; a trade school offers high quality
6industry-focused training to prepare students for actual work
7in their chosen field; trade school programs are entirely
8concentrated on relevant job training and developing students'
9technical abilities in skilled and mechanical trades; and
10 WHEREAS, For someone looking to enter the skilled
11mechanical trades, a technical school offers the practical
12training needed for a specific career; this means that every
13lesson and assignment prepares students to meet the basic
14qualifications for an entry-level job; and
15 WHEREAS, Approximately 412,000 students are enrolled
16currently in trade and career schools across the State of
17Illinois; and
18 WHEREAS, Programs that focus on trade support local
19communities, foster innovation, and drive economic growth by
20matching employability skills with workforce demand; and
21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2the Task Force on Illinois Trade Schools is created and
3charged with studying the following:
4 (1) The benefits of expanding trade schools throughout
5 Illinois;
6 (2) High school districts in Illinois and their level
7 of trade curriculum/courses; and
8 (3) The level of interest among students in Illinois
9 high schools on attending a trade school or beginning work
10 and not attending a four-year college or university; and
11 be it further
12 RESOLVED, That the Task Force will be comprised of the
13following members, who shall serve without compensation:
14 (1) 4 members of the House of Representatives
15 appointed by the Speaker of the House, one who shall serve
16 as co-chair;
17 (2) 4 members of the House of Representatives
18 appointed by the House Minority Leader, one who shall
19 serve as co-chair;
20 (3) The Executive Director of the Illinois Community
21 College Board (ICCB) or his or her designee;
22 (4) The State Superintendent of Education (ISBE) or
23 his or her designee;
24 (5) The Executive Director of the Illinois Board of
25 Higher Education (IBHE) or his or her designee;

1 (6) 2 members of the Illinois Association for Career
2 and Technical Education, one each appointed by the Speaker
3 of the House and the House Minority Leader;
4 (7) 4 members from associations that represent
5 industry trades, two each appointed by the Speaker of the
6 House and the House Minority Leader;
7 (8) 2 high school students who are planning on
8 attending trade schools after graduation, one each
9 appointed by the Speaker of the House and the House
10 Minority Leader; and
11 (9) 2 students who are currently enrolled in a trade
12 school, one each appointed by the Speaker of the House and
13 the House Minority Leader; and be it further
14 RESOLVED, That the Illinois Board of Higher Education
15shall provide administrative support for the Task Force; and
16be it further
17 RESOLVED, That the Task Force shall hold its meetings at
18the call of the co-chairs; and be it further
19 RESOLVED, That the Task Force shall submit its final
20report to the General Assembly no later than December 31, 2022
21and upon the filing of the report, is dissolved.
