1		HOUSE RESOLUTION
2		WHEREAS, The rape and sexual abuse of prisoners by other
3		prisoners and staff plague prisons nationwide; and
4		WHEREAS, the Prison Rape Elimination Act (PREA) was passed
5		unanimously by Congress and was signed into law in 2003 to hold
6		the government accountable for these horrific acts; and
7		WHEREAS, The Illinois Department of Corrections claims to
8		be fully committed to the eradication of prison rape and has
9		adopted a "zero tolerance" policy in its facilities; and
10		WHEREAS, Under the purview of the Illinois Department of
11		Corrections and its "zero tolerance" policy, 404 allegations of
12		sexual harassment and abuse were filed in 2015; 118 of the
13		allegations made were regarding members of the Department of
14		Corrections staff; and
15		WHEREAS, Logan Correctional Center, one of only two female
16		Corrections facilities in the State, has the highest number of
17		sexual harassment and abuse allegations; currently, 30
18		offenders housed at Logan Correctional Center have become
19		pregnant since their sentences have begun; therefore, be it
20		RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1		HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
2		Illinois Department of Corrections strengthen its commitment
3		to PREA and eradicate sexual harassment and abuse in the
4		correctional facilities in Illinois.
