HOUSE RESOLUTION
2 WHEREAS, The rape and sexual abuse of prisoners by other
3prisoners and staff plague prisons nationwide; and
4 WHEREAS, the Prison Rape Elimination Act (PREA) was passed
5unanimously by Congress and was signed into law in 2003 to hold
6the government accountable for these horrific acts; and
7 WHEREAS, The Illinois Department of Corrections claims to
8be fully committed to the eradication of prison rape and has
9adopted a "zero tolerance" policy in its facilities; and
10 WHEREAS, Under the purview of the Illinois Department of
11Corrections and its "zero tolerance" policy, 404 allegations of
12sexual harassment and abuse were filed in 2015; 118 of the
13allegations made were regarding members of the Department of
14Corrections staff; and
15 WHEREAS, Logan Correctional Center, one of only two female
16Corrections facilities in the State, has the highest number of
17sexual harassment and abuse allegations; currently, 30
18offenders housed at Logan Correctional Center have become
19pregnant since their sentences have begun; therefore, be it
20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
2Illinois Department of Corrections strengthen its commitment
3to PREA and eradicate sexual harassment and abuse in the
4correctional facilities in Illinois.
