1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, A proposed new tax on miles traveled on public, | ||||||
3 | non-tolled Illinois roads using GPS tracking
technology has | ||||||
4 | been proposed in the Illinois General Assembly; and
| ||||||
5 | WHEREAS, Road-use charges (RUCs), also known as | ||||||
6 | mileage-based user fees (MBUFs) or vehicle miles
traveled (VMT) | ||||||
7 | fees, would impose a new financial burden, raise privacy | ||||||
8 | concerns for Illinois
residents, and make our state even less | ||||||
9 | competitive; and
| ||||||
10 | WHEREAS, Such proposals would offer Illinois drivers a | ||||||
11 | variety of bad options; and
| ||||||
12 | WHEREAS, One plan, which would impose a fee of 1.5¢ per | ||||||
13 | mile driven, would report miles traveled on
public, non-tolled | ||||||
14 | Illinois roads; it would use GPS tracking technology in a
| ||||||
15 | smartphone app or a tracking device similar to the I-Pass (or | ||||||
16 | EZ-Pass) and would monitor the location of
each driver to | ||||||
17 | calculate how many miles were driven in Illinois each month; | ||||||
18 | and
| ||||||
19 | WHEREAS, Another plan would impose a fee of 1.5¢ per mile | ||||||
20 | driven, based on monthly odometer
readings instead of GPS | ||||||
21 | tracking technology; and

1 | WHEREAS, An additional plan would be a flat rate plan of an | ||||||
2 | annual fee of $450; and
| ||||||
3 | WHEREAS, Each of these plans would impose undue hardship | ||||||
4 | and disproportionately impact rural
Illinoisans who must drive | ||||||
5 | longer distances for work and school; and
| ||||||
6 | WHEREAS, A GPS monitoring plan would create privacy | ||||||
7 | concerns for all Illinoisans and expose personal
and | ||||||
8 | confidential information to the possibility of a data breach; | ||||||
9 | therefore, be it
| ||||||
10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
11 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
12 | fully support our hardworking citizens and oppose all efforts, | ||||||
13 | on the State or local level, to impose a new tax on miles | ||||||
14 | traveled; and be it further

15 | RESOLVED, That we state our firm opposition to any new tax | ||||||
16 | on miles traveled.
