2 | WHEREAS, President Donald Trump and Congressional
| ||||||
3 | Republicans are proposing radical changes to America's tax
| ||||||
4 | code; and
| ||||||
5 | WHEREAS, The changes President Trump and his Congressional
| ||||||
6 | allies are discussing would benefit millionaires and
| ||||||
7 | billionaires while hurting working families; and
| ||||||
8 | WHEREAS, President Trump and Congressional Republicans
| ||||||
9 | have discussed removing the state and local tax deduction, also
| ||||||
10 | known as SALT, as a way to pay for their proposed tax cuts for
| ||||||
11 | the wealthy; and
| ||||||
12 | WHEREAS, The state and local tax deduction allows families | ||||||
13 | that
pay local property taxes, state and local sales taxes, and | ||||||
14 | state income taxes to deduct those taxes from their federal | ||||||
15 | income tax; and
| ||||||
16 | WHEREAS, This deduction prevents families from being
| ||||||
17 | double taxed, once by the federal government and again by the
| ||||||
18 | state; and
| ||||||
19 | WHEREAS, The state and local tax deduction has broad | ||||||
20 | bipartisan
support and has been helping Illinoisans since 1913; |

2 | WHEREAS, Illinois has the fifth highest number of taxpayers
| ||||||
3 | who claim the state and local tax deduction in the nation; and
| ||||||
4 | WHEREAS, Nearly two million Illinois taxpayers claimed
| ||||||
5 | more than $24 billion in SALT deductions in 2015, with each
| ||||||
6 | claiming an average $12,500 in deductions; and
| ||||||
7 | WHEREAS, Of Illinoisans who claim a SALT deduction,
| ||||||
8 | approximately 85% earn less than $200,000 per year; therefore,
| ||||||
9 | be it
| ||||||
10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
| ||||||
11 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
12 | strongly oppose any and all efforts
by the Trump Administration | ||||||
13 | and Congress to eliminate or gut the state
and local tax | ||||||
14 | deduction to help pay for tax cuts for corporations and the | ||||||
15 | wealthy one percent; and be it further
| ||||||
16 | RESOLVED, That we call upon Governor Rauner to work with | ||||||
17 | the Illinois Congressional Delegation to ensure that the state
| ||||||
18 | and local tax deduction is not eliminated or gutted; and be it | ||||||
19 | further
| ||||||
20 | RESOLVED, That suitable copies of this resolution be
