HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to recognize Brandon W. Phelps on his time
4as an Illinois State Representative; and
5 WHEREAS, Rep. Phelps represented the 118th District as a
6fulltime state legislator from January of 2003 to August of
72017; and
8 WHEREAS, Rep. Phelps was born in Eldorado to Larry and
9Cathy Phelps; he has one daughter, Hunter, and two siblings,
10Brock and Britt; and
11 WHEREAS, After high school, Rep. Phelps attended
12Southeastern Illinois College and then transferred to Eastern
13Illinois University, where he earned his Bachelor of Arts in
14Political Science; and
15 WHEREAS, Before becoming a member of the Illinois House of
16Representatives, Rep. Phelps was a 15-year organizer for the
17Midwest Region of Laborers' International Union of North
18America; and
19 WHEREAS, Rep. Phelps was a former president of the National
20Assembly of Sportsmen's Caucus; he was a member of the National

1Caucus of State Legislators, the NRA, the NAACP, Ducks
2Unlimited, the National Wild Turkey Federation, the AFL-CIO,
3and Star General Baptist Church in Eldorado; and
4 WHEREAS, Rep. Phelps is most remembered for the 2006 Let
5Them Rest in Peace Act and when he was chief house sponsor for
6the 2013 concealed carry law, allowing law-abiding citizens to
7protect themselves, their families, and their property;
8therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11recognize Brandon W. Phelps on his time as an Illinois State
12Representative, and we wish him the best in all his future
13endeavors; and be it further
14 RESOLVED, That a suitable copy of this resolution be
15presented to Rep. Phelps as a symbol of our respect and esteem.
