HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to recognize David C. Penn, Ph.D., on 50
4years of serving in the ministry; and
5 WHEREAS, Dr. Penn is a native of Chicago and senior
6minister of the Robbins Church of Christ, where he has served
7since 1984; and
8 WHEREAS, Dr. Penn preached his first sermon at the Far West
9Church of Christ; he has served congregations in Chicago,
10Cincinnati, and Milwaukee; and
11 WHEREAS, Dr. Penn attended the Nashville Christian
12Institute in Nashville, Tennessee; he is a graduate of
13Rochester College; City University of Seattle, Washington; the
14University of Nebraska; the University of Missouri; St. Xavier
15University; Abilene Christian University; Concordia University
16of Chicago; California Coast University; the International
17Theological Seminary; the Northwestern Theological Seminary;
18and the Colorado Theological Seminary; and
19 WHEREAS, Dr. Penn's academic portfolio includes an
20Associate of Arts; Bachelor of Arts; Master of Education
21(Curriculum and Instruction); Master of Arts (Educational

1Administration); Graduate Certificate in Civics and Democracy
2(Harvard University); Master of Arts (History); Master of
3Religious Education; Doctor of Education; Doctor of
4Philosophy; Educational Specialist Degree (Educational
5Administration); and a Graduate Certificate in School
6Superintendency; and
7 WHEREAS, Dr. Penn has also performed post-graduate study at
8the University of South Africa in Pretoria, South Africa; a
9Doctor of Divinity was conferred upon him by the St. Timothy
10Theological Institute and a Doctor of Laws by the United
11Theological Seminary; in addition to congregational ministry,
12he is licensed in the states of Illinois and Tennessee as a "No
13Child Left Behind" social science educator and administrator;
14his state endorsements include principal and superintendent
15administration, world history, United States history,
16geography, civics, and political science; he presently serves
17as a Professor of History at Joliet Junior College and
18Professor of Biblical Studies and Urban Ministry for
19Metropolitan Christian University in Louisville, Kentucky; he
20was previously selected to serve as a keynote presenter at the
21annual Illinois Council for the Social Studies Fall State
22Conference in Lisle; and
23 WHEREAS, Dr. Penn is the Vice-Chairman and Secretary for
24the Churches of Christ National Lectureship Executive

1Committee; member of the Executive Board of Directors and
2Academic Dean for the School of Religious Studies in Little
3Rock, Arkansas; member of the Board of Regents for Metropolitan
4Christian University in Louisville, Kentucky; member of the
5Board of Directors and Director of Biblical Accountability for
6the National Association of Private Theological Institutions;
7and former Chairman of the Midwest Lectureship; and
8 WHEREAS, Dr. Penn is a co-founder and former chairman of
9the Midwest Youth Conference; co-founder of the National
10Crusade for Christ; founder of the Windy City Lectureship among
11the Chicago area Churches of Christ; founder of Imani
12Counseling Services, Inc., a private faith-based non-profit
13counseling agency chartered by the State of Illinois; founder
14of the Institute of Biblical Studies (Chicago); and editorial
15consultant for the National Lectureship Christian Courier
16newspaper; and
17 WHEREAS, Dr. Penn is a member of Phi Delta Kappa, Delta
18Epsilon Tau, Phi Beta Delta, and Kappa Delta Pi International
19Honor Societies; he is the former vice-president of the Phi
20Alpha Theta Pi Nu Chapter of the University of Nebraska; other
21memberships include the Nancy Lyman Roelkner Scholarship
22Committee of the American Historical Society; the National
23Alliance of Black School Educators; the National Council for
24the Social Studies; the Illinois Council for the Social

1Studies; the Association for the Study of African American Life
2and History; the Association for Supervision and Curriculum
3Development; and the African Studies Association; and
4 WHEREAS, Dr. Penn has conducted evangelistic and revival
5meetings along with seminars and workshops in over 30 states
6across the nation; he is a frequent speaker on national and
7regional lectureships hosted by the Churches of Christ; and
8 WHEREAS, Dr. Penn is recognized by the National Association
9of Cognitive-Behavioral Therapists; the National Board of
10Christian Clinical Therapists; the National Board of Christian
11Professional and Pastoral Counselors; and the National
12Christian Counselors Association; additional affiliations are
13held with the American Counseling Association; the American
14Association of Christian Counselors; the International
15Association of Biblical Counseling; and the Southern Africa
16Association of Pastoral Work in Pretoria, South Africa; and
17 WHEREAS, In 2005, Dr. Penn authored his first book, "My
18Soul Looks Back and Wonders ... How I Got Over"; his second
19book, "The Power of His Penetrating Presence", was published in
202006 and is a compendium of sermons presented by various
21ministers at the Church of Christ 62nd Annual National
22Lectureship held in Chicago; and

1 WHEREAS, Dr. Penn has written articles for the "Chicago
2Defender", the "Chicago Sun Times", the "Cincinnati Herald",
3the "African American Pulpit", the "Christian Courier", the
4"Christian Echo", and the "Gospel Times"; and
5 WHEREAS, Dr. Penn is married to Brenda J. (Martin) and they
6have two children, Dortricia and Danielle, and two
7grandchildren, Rian Danielle Willingham and Kendall Dior
8Dorsey; therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11recognize David C. Penn, Ph.D., on 50 years of serving in the
12ministry, and we wish him many more wonderful years; and be it
13further
14 RESOLVED, That a suitable copy of this resolution be
15presented to Dr. Penn as a symbol of our respect and esteem.
