2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Sergeant
Brad Marsh of the | ||||||
4 | Naperville Police Department for being recognized as Police | ||||||
5 | Officer of the
Year by the Exchange Club of Naperville in June | ||||||
6 | of 2019; and
| ||||||
7 | WHEREAS, Sergeant Marsh was selected for this award for his | ||||||
8 | service to the residents of Naperville and in recognition of | ||||||
9 | his outstanding act of bravery on January 12, 2019, when he
| ||||||
10 | heroically saved the life of an 11-year-old boy; and
| ||||||
11 | WHEREAS, On January 12, 2019, Naperville first-responders | ||||||
12 | worked together to rescue a young boy who
was trapped in a | ||||||
13 | partially frozen retention pond after the boy had fallen | ||||||
14 | through the ice and
became stuck in the mud; the child had been | ||||||
15 | skating in the retention pond prior to authorities
receiving a | ||||||
16 | 9-1-1 call of a person being trapped under the ice in the | ||||||
17 | middle of the pond; and

18 | WHEREAS, Sergeant Marsh tossed a life ring to the boy and | ||||||
19 | helped him get to safety; the child's life was saved, and he | ||||||
20 | was taken to Edward Hospital to
receive medical treatment; and

21 | WHEREAS, Hoping to prevent any further occurences, the |

1 | Naperville Police Department used this incident to give local | ||||||
2 | residents a warning that skating is prohibited in any pond or | ||||||
3 | lake area that is not clearly marked for skating; and
| ||||||
4 | WHEREAS, The brave acts of first responders and the prompt | ||||||
5 | response of Sergeant Marsh
ultimately led to the successful | ||||||
6 | rescue of the child; and
| ||||||
7 | WHEREAS, Sergeant Marsh was selected by the Exchange Club | ||||||
8 | for this distinguished honor for this rescue and his ongoing | ||||||
9 | efforts to help establish a Crisis Intervention
Team in | ||||||
10 | Naperville, which seeks to better prepare law enforcement | ||||||
11 | agencies for incidents
involving victims struggling with | ||||||
12 | mental health issues; therefore, be it

13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
14 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
15 | we congratulate Sergeant Brad Marsh for being recognized as | ||||||
16 | Police Officer of the
Year by the Exchange Club of Naperville | ||||||
17 | for the bravery and courage he has exemplified as an officer in
| ||||||
18 | the Naperville Police Department; and be it further
| ||||||
19 | RESOLVED, That a suitable copy of this resolution be | ||||||
20 | presented to Sergeant Marsh as a sign
of our great respect and | ||||||
21 | appreciation for his self-less acts that help protect and serve
| ||||||
22 | his community.
