HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of William
4H. "Hank" Taylor Jr., who passed away on August 14, 2017; and
5 WHEREAS, Hank Taylor was born in Chicago to William and
6Thelma (Watkins) Taylor on November 7, 1960; he graduated from
7Luella Elementary School and James H. Bowen High School;
8following high school, he attended Southern University and A&M
9College in Baton Rouge, Louisiana, where he studied accounting;
10he earned a Bachelor of Arts in Business Administration from
11Chicago State University; and
12 WHEREAS, Hank Taylor worked at Corn Products Company as a
13railroad clerk and was promoted to conductor; he was also a
14union trustee and representative, first, for the Oil, Chemical
15and Atomic Workers International Union (OCAW), Local 7-507,
16where his responsibilities included managing a one million
17dollar annual budget, and then, for the Paper,
18Allied-Industrial, Chemical and Energy Workers International
19Union (PACE), Local 6-0507; and
20 WHEREAS, Hank Taylor joined the Seventh Ward Democratic
21Organization under former Alderman William M. Beavers; he also
22served as a member of the Seventh Ward Young Democratic

1Organization; his passion for mentoring youth included
2organizing trips to museums, back-to-school giveaways,
3Halloween parties, and Easter egg hunts; and
4 WHEREAS, Hank Taylor became chief of staff for Seventh Ward
5Alderwoman Darcel Beavers; he then joined the Cook County
6Medical Examiner's Office, where he instituted operational
7reforms that averted the temporary misplacement of corpses and
8prevented the personal property loss of decedents; and
9 WHEREAS, Hank Taylor became the campaign manager for the
10Committee to Elect Greg Mitchell Alderman of the Seventh Ward;
11his strategic knowledge of the ward and his management of field
12operations helped his longtime friend win the general election;
13Hank became the Seventh Ward Superintendent for the City of
14Chicago Department of Streets and Sanitation, where he was
15determined to make a difference in the appearance of the ward;
16he would often drive around to check recurring violations that
17plagued the community; and
18 WHEREAS, Hank Taylor joined the Evangelistic Crusaders
19Church of God in Christ, and was later ordained as a deacon; he
20then joined Prayer and Faith Outreach Ministries, where he
21continued as a deacon; he served as chief adjutant and also
22completed a Master of Arts degree in Theology; and

1 WHEREAS, Hank Taylor used volunteerism as a tool to
2strengthen his faith; he was the founder and co-chair of the
3Robert H. Lawrence Elementary School Parent Safety Patrol; he
4also served as the vice president of the Lawrence Local School
5Council; he was a candidate for the Illinois State Senate in
6the 17th Legislative District; he also found time to work part
7time on the weekends as a program interpreter at the Museum of
8Science and Industry, running the railroad car for the coal
9mine exhibit; and
10 WHEREAS, Hank Taylor also enjoyed life outside of work and
11volunteerism; he was known for his beautiful smile and wicked
12sense of humor; he loved social outings, sporting events, and
13shooting the breeze with friends, family, and colleagues; and
14 WHEREAS, Hank Taylor was preceded in death by his mother;
15his daughter, De'Anna; and his sisters, Dawn and Diane; and
16 WHEREAS, Hank Taylor is survived by his father; his
17daughters Tanya (Danny) Terrell-Hutchison, Cherece Taylor, and
18Jamillah Hodges; his sister, Daryl "Cookie" Taylor; his
19grandson, Zechariah Dotson; his granddaughters, Zeh'Caria
20Hutchinson, Jazymin Malone, Kaiden Hutchinson, and Za'Quelia
21Boone; his great-aunt, Gertrude Steinback; his great-uncle,
22Clyde Raby; his aunts, Garnett Collins, Doris (Odell) Hicks,
23Dorothy Jean Watkins, and Jacqueline Watkins; his uncles,

1Emmanuel Taylor, Simpson James (Carolyn) Taylor, and Alious
2(Roxanne) Watkins Jr; his nieces, Kinshasa Taylor, Janel Walls,
3and Destiny Taylor; his nephew, Kai Taylor; his great-niece,
4Kylah Taylor; his great-nephews, Marquis Harding, Jack King
5Christopher Davis, William Hoskins, and Logan Taylor; and many
6cousins, friends, church family, and colleagues; therefore, be
7it
8 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10mourn the passing of William H. "Hank" Taylor Jr., and extend
11our sincere condolences to his family, friends, and all who
12knew and loved him; and be it further
13 RESOLVED, That a suitable copy of this resolution be
14presented to the family of Hank Taylor as an expression of our
15deepest sympathy.
