HOUSE RESOLUTION
2 WHEREAS, In 2011, the Office for Civil Rights under
3President Obama issued guidelines that instructed universities
4that they were obligated to combat sexual assault and
5harassment under Title IX; and
6 WHEREAS, The guidelines also established a requirement
7that college disciplinary proceedings rely on a preponderance
8of evidence when adjudicating cases of sexual assault; and
9 WHEREAS, Recently, Education Secretary Betsy DeVos held
10meetings with a variety of advocacy groups on the topic of
11sexual assault; she also met with sexual assault victims who
12urged her to keep the guidance in place; 20 state attorneys
13general have sent her a letter also urging her to not roll back
14the Obama-era guidelines; and
15 WHEREAS, Secretary DeVos has indicated that she felt
16changes are necessary but gave no details regarding any
17specific plans; therefore, be it
18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
20urge Education Secretary Betsy DeVos to listen to law
21enforcement and trust sexual assault survivors by keeping these

1guidelines in place and putting safety first; and be it further
2 RESOLVED, That a suitable copy of this resolution be
3delivered to Secretary DeVos.
