HOUSE RESOLUTION
2 WHEREAS, President Trump has proposed to move $54 billion
3from human and environmental spending at home and abroad to
4military spending, bringing military spending to well over 60%
5of federal discretionary spending; and
6 WHEREAS, Polling has found the U.S. public favors a $41
7billion reduction in military spending, a $94 billion gap from
8President Trump's proposal; and
9 WHEREAS, President Trump himself admits that the enormous
10military spending of the past 16 years has been disastrous and
11has made us less safe, not safer; and
12 WHEREAS, Fractions of the proposed military budget could
13provide free, top-quality education from preschool through
14college; it could end hunger and starvation, convert the U.S.
15to clean energy, provide clean drinking water everywhere it's
16needed, build fast trains between all major U.S. cities, and
17double non-military U.S. foreign aid rather than cutting it;
18and
19 WHEREAS, One hundred and twenty one retired U.S. generals
20have written a letter opposing cutting foreign aid; and

1 WHEREAS, A United States responsible for providing clean
2drinking water, schools, medicine, and solar panels to others
3would be more secure and face far less hostility around the
4world; and
5 WHEREAS, Our environmental and human needs are desperate
6and urgent; and
7 WHEREAS, Economists at the University of Massachusetts at
8Amherst have documented that military spending is an economic
9drain rather than a jobs program; therefore, be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12urge the United States Congress to move our tax dollars in
13exactly the opposite direction proposed by the President, from
14militarism to human and environmental needs; and be it further
15 RESOLVED, That suitable copies of this resolution be
16delivered to President Donald Trump, U.S. Senate Majority
17Leader Mitch McConnell, U.S. Senate Minority Leader Chuck
18Schumer, U.S. Speaker of the House Paul Ryan, U.S. House of
19Representatives Minority Leader Nancy Pelosi, and all members
20of the Illinois Congressional Delegation.
