| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Illinois is broke; and
| ||||||
| 3 | WHEREAS, As a result, our State is facing a major tax | ||||||
| 4 | increase and a tax
increase-fueled budget in the forms of | ||||||
| 5 | Senate Bill 6, as amended, and Senate Bill 9, as amended; and
| ||||||
| 6 | WHEREAS, Senate Bill 6, as amended, the appropriation bill, | ||||||
| 7 | contains a line item that appropriates over $4.8 million | ||||||
| 8 | dollars specifically earmarked for three enumerated capital | ||||||
| 9 | projects at Eastern Illinois
University in Charleston; and
| ||||||
| 10 | WHEREAS, It is inappropriate for a state that is broke to | ||||||
| 11 | earmark money; and
| ||||||
| 12 | WHEREAS, Questions have arisen as to why this line item was | ||||||
| 13 | included in House Amendment #3 to Senate Bill 6; therefore, be | ||||||
| 14 | it
| ||||||
| 15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 16 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the | ||||||
| 17 | Auditor General is directed to conduct a performance audit of | ||||||
| 18 | the
appropriation, on lines 10 through 16 of page 508 of House | ||||||
| 19 | Amendment #3 to Senate Bill 6, of monies to
Eastern Illinois | ||||||
| 20 | University for three enumerated capital improvement projects; | ||||||

| |||||||
| 1 | and be it further
| ||||||
| 2 | RESOLVED, That the Auditor General is directed to | ||||||
| 3 | scrutinize all other sections of Senate Bill 6 and to
enumerate | ||||||
| 4 | funds appropriated within this bill for earmarked recipients; | ||||||
| 5 | and be it further
| ||||||
| 6 | RESOLVED, That the Auditor General commence this audit as | ||||||
| 7 | soon as possible and report his
findings and recommendations | ||||||
| 8 | upon completion in accordance with the provisions of Section | ||||||
| 9 | 3-14 of
the Illinois State Auditing Act; and be it further
| ||||||
| 10 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 11 | presented to Frank J. Mautino, Auditor General.
