HOUSE RESOLUTION
2 WHEREAS, Because an investigation into assessment
3procedures may uncover ways to improve property tax assessment
4practices across the State; therefore, be it
5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
7House Revenue & Finance Committee shall:
8 (1) conduct a comprehensive review of state laws
9 relating to assessment of real property including the
10 appeal of assessments at the local and State level;
11 (2) conduct a comprehensive review of statewide
12 assessment systems and their impact on equity;
13 (3) identify opportunities to consolidate, streamline,
14 eliminate, or create new assessment jurisdictions;
15 (4) review current exemptions available, the impact of
16 these exemptions, and the administration or application of
17 these exemptions;
18 (5) review the impact of TIFs on assessed values and
19 local property taxes;

1 (6) analyze preferential assessments including farm
2 valuation, open space, and developer relief; and
3 (7) Consider the use of technology in the data
4 collection, online review, CAMA analysis, and electronic
5 appeal filing and make recommendations for improved
6 accountability and efficiency; and be it further
7 RESOLVED, That the purpose of the review shall be to study
8issues of assessment equity and fairness, and make
9recommendations that will ensure accountable and efficient
10delivery of uniform and transparent property valuations for
11property tax purposes.
