HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives are saddened to learn of the death of Barbara
J. Gross of Jacksonville, who passed away on August 16, 2019;
and
WHEREAS, Barbara Gross was born in Jacksonville to Harriet
and Everet Moss on October 5, 1928; she was a lifelong resident
of Jacksonville and graduated from Jacksonville High School in
1946; later in life, she graduated from Lincoln Land Community
College and continued her education at Sangamon State
University; she married William L. Gross in 1949; and
WHEREAS, Barbara Gross was a dedicated public official; she
served as the Morgan County Clerk from 1974 until her
retirement in 2010; and
WHEREAS, Barbara Gross was well respected by her peers and
served as President of the International Association of Clerks,
Recorders, Election Officials and Treasurers (IACREOT); she
was passionate about politics and led the Morgan County
Democratic Women's Club for many years; she participated in
State and national politics; she ran for State Representative
and was elected as a delegate to several democratic
presidential nominating conventions; she and her husband

enjoyed representing the Democrats in parades; she was thrilled
to be selected as the Grand Marshal of the Jacksonville St.
Patrick's Day Parade; in addition to her public service, she
was a member of the Central Christian Church; she was active in
the Jacksonville community and served on the boards of the
Educational Day Care Center, the American Red Cross, the Girl
Scouts, and the Jacksonville Library; she volunteered for the
Morgan County United Way, the Heart Fund, and the American
Cancer Society; she loved her children, grandchildren, and her
husband; she especially enjoyed attending her grandchildren's
athletic events; and
WHEREAS, Barbara Gross was preceded in death by her
parents; and her husband of 61 years, William; and
WHEREAS, Barbara Gross is survived by her daughter, Gayle
(James) Stewart; her sons, David (Barbara) Gross and Tim Gross;
her grandchildren, Justin Stewart, Evan Stewart, Jay Gross,
Jeffrey Gross, and Joanna Gross; her brother, Warren (Sue)
Moss; and her special niece, Linda Hall Lewis; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
we mourn the passing of Barbara J. Gross and extend our sincere
condolences to her family, friends, and all who knew and loved
her; and be it further

presented to the family of Barbara Gross as an expression of
our deepest sympathy.
