1		HOUSE RESOLUTION
2		WHEREAS, The State of Illinois is home to the headquarters
3		of Portillo's Restaurant Group, Inc. and its roughly 50
4		restaurant locations across the State; and
5		WHEREAS, Portillo's, valued in recent years at $1.9
6		billion and now a publicly traded corporation on the Nasdaq,
7		has announced plans to open 920 stores nationwide, a steep
8		increase from its original plans of 600 stores; and
9		WHEREAS, From October 2022 to March 2023, the national
10		number of workers seeking union representation and filing
11		unfair labor practice charges has increased to numbers last
12		witnessed in the 1950s, according to the National Labor
13		Relations Board (NLRB); and
14		WHEREAS, Illinois passed the Workers' Rights Amendment in
15		November 2022, guaranteeing the fundamental right to unionize
16		and bargain collectively; and
17		WHEREAS, On March 10, 2023, workers at a Portillo's food
18		distribution center chose to file with the NLRB to organize a
19		union, and the board conducted an election for employees to
20		cast their votes on April 13, 2023; and

1		WHEREAS, On April 19, 2023, Portillo's, the maker of many
2		iconic Chicago food staples, did not honor the decision its
3		employees made to join a union, instead utilizing stall
4		tactics, including challenging the election conducted by the
5		NLRB by filing an appeal; and
6		WHEREAS, On July 19, 2023, the NLRB ruled against
7		Portillo's appeal, siding with the food distribution workers;
8		however, Portillo's again appealed this decision on August 2,
9		2023, further ignoring the voices of its workers who continue
10		to demand access to sick time, livable wages, and dignity and
11		respect in the workplace; and
12		WHEREAS, Portillo's food distribution center workers
13		continue to express concerns over the stall tactics employed
14		by Portillo's in an effort to do everything in its power to
15		deny its food distribution workers the right to bargain
16		collectively; therefore, be it
17		RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18		HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19		we urge Portillo's Restaurant Group, Inc. to honor the wishes
20		of its food distribution workers who have voted to join a union
21		and bargain collectively for the betterment of themselves and
22		their families; and be it further

1		RESOLVED, That we urge all State elected officials to
2		stand with Portillo's food distribution workers who voted to
3		unionize for better working conditions, livable wages, and
4		access to basic sick time benefits; and be it further
5		RESOLVED, That we urge Portillo's to respect the
6		constitutional rights of its workers in Illinois to bargain
7		collectively; and be it further
