2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Chief Kristen Ziman on | ||||||
4 | the occasion of her retirement from the Aurora Police | ||||||
5 | Department after 30 years of service; and
| ||||||
6 | WHEREAS, Chief Ziman was born and raised on the west side | ||||||
7 | of Aurora and graduated from West Aurora High School; she | ||||||
8 | received an associate's degree from Waubonsee Community | ||||||
9 | College; she earned her bachelor's degree in Criminal Justice | ||||||
10 | from Aurora University and a master's degree in Criminal | ||||||
11 | Justice Management from Boston University; she earned a second | ||||||
12 | master's degree in Homeland Security and Defense from the | ||||||
13 | Naval Postgraduate School in Monterey, California; she is a | ||||||
14 | graduate of the Police Executive Research Firm's Senior | ||||||
15 | Management Institute for Police, the FBI National Academy | ||||||
16 | #249, and several other leadership programs; and

17 | WHEREAS, Chief Ziman started her law enforcement career as | ||||||
18 | a police cadet in Aurora in 1991; she became a sworn police | ||||||
19 | officer of the Aurora Police Department (APD) in 1994; she | ||||||
20 | became a field training officer and then joined APD's | ||||||
21 | Community Policing Unit; she moved to the Investigations | ||||||
22 | Division in the late 1990s; after seeing a spike in domestic | ||||||
23 | violence in Aurora, she launched the Domestic Violence |

1 | Reduction Unit, a specialized unit within Investigations to | ||||||
2 | investigate and arrest those responsible for domestic | ||||||
3 | violence; she was promoted to sergeant in 2003; and
| ||||||
4 | WHEREAS, Chief Ziman took the lieutenant's test in 2008, | ||||||
5 | and she placed first on the promotion list; shortly | ||||||
6 | thereafter, she became the first female lieutenant in the | ||||||
7 | history of the Aurora Police Department; and
| ||||||
8 | WHEREAS, Chief Ziman became the first-ever female | ||||||
9 | commander of the Aurora Police Department in 2010, where she | ||||||
10 | continued her passion of community policing and helped build | ||||||
11 | long-lasting relationships with the community that attributed | ||||||
12 | to huge overall crime reductions in Aurora; as part of her | ||||||
13 | community-policing effort, the City of Aurora documented zero | ||||||
14 | murders in 2012; and
| ||||||
15 | WHEREAS, Chief Ziman became the first female police chief | ||||||
16 | in the Aurora Police Department's history in 2016; during her | ||||||
17 | tenure, she put together a team of individuals who brought a | ||||||
18 | diversity of culture and thought to the department, updated | ||||||
19 | antiquated policies, implemented a consistent system of | ||||||
20 | accountability, incorporated new technology to enhance | ||||||
21 | policing, and continued making strides with the community; and

22 | WHEREAS, Chief Ziman serves as vice president at-large of |

1 | the International Association of Chiefs of Police (IACP) and | ||||||
2 | is a member of the Illinois Sentencing Policy Advisory Council | ||||||
3 | (SPAC); she also serves as the member at-large of the Police | ||||||
4 | Executive Research Firm (PERF); and
| ||||||
5 | WHEREAS, During her 30-year career, Chief Ziman led by | ||||||
6 | example, opened doors for those who came after, and encouraged | ||||||
7 | the Aurora Police Department, no matter their rank or | ||||||
8 | position, to always speak up if they had an idea or concern; | ||||||
9 | her leadership brought humanity, trust, and legitimacy to the | ||||||
10 | Aurora Police Department; therefore, be it

11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
12 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
13 | we congratulate Chief Kristen Ziman on her retirement from the | ||||||
14 | Aurora Police Department, thank her for her service to the | ||||||
15 | community, and wish her all the best in her future endeavors; | ||||||
16 | and be it further

17 | RESOLVED, That a suitable copy of this resolution be | ||||||
18 | presented to Chief Ziman as an expression of our esteem and | ||||||
19 | respect.
