HOUSE RESOLUTION
2 WHEREAS, Making the world a better place begins with young
3children; children are citizens of the world who need emotional
4and physical stability and should not, ordinarily be separated
5from their parents and family; and
6 WHEREAS, Children have a right to education, to receive
7guidance and instruction, to enjoy a social life, and to build
8their own futures; and
9 WHEREAS, Children have the right to food so that they will
10not suffer from malnutrition or die of hunger; and
11 WHEREAS, Children have the right to health, to be protected
12against illness, and to grow and become healthy adults; and
13 WHEREAS, Children have the right to safe drinking water and
14proper sanitary conditions; and
15 WHEREAS, Children have the right to identity by having a
16surname, a first name, and a nationality; and
17 WHEREAS, Children have the right to freedom by being able
18to express themselves, to have opinions, to have access to
19information, and to participate in decisions that affect their

1lives; this includes the right to religious freedom; and
2 WHEREAS, Children have the right to protection and to live
3in a secure and caring environment which preserves the child's
4well-being; and
5 WHEREAS, All of the above rights are also rights given to
6children who have obtained Deferred Action for Childhood
7Arrivals (DACA) status; and
8 WHEREAS, The United States should have an established
9national date to recognize the achievements of children; and
10 WHEREAS, April 30, 2017, Dia de los Ninos (Children's Day),
11recognizes and acknowledges every child; this day commemorates
12the lives of our future pride and joy, our children; children
13of the Latino community have much to contribute to the future
14of this State; and
15 WHEREAS, More than 3,000 children and families will attend
16the Chicago Dia de los Ninos/Celebrating Young Americans Parade &
17 Festivity; the parade strives to raise awareness about the
18importance of education for children; this year's theme and
19focus are Children's Rights are DACA Rights; the guiding
20principle is Education: Every Child, Every DREAM; and

1 WHEREAS, The Chicago Dia de los Ninos/Celebrating Young
2Americans Parade will be held on Saturday, April 29, 2017 in
3the heart of the Pilsen community of Chicago; and
4 WHEREAS, By celebrating Dia de los Ninos (Children's Day)
5on April 30, 2017, we are making a commitment to children that
6we will all continue to acknowledge, support, and advocate for
7their rights; therefore, be it
8 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10recognize the celebration of Dia de los Ninos (Children's Day)
11to be held on April 30, 2017.
