1		HOUSE RESOLUTION
2		WHEREAS, Making the world a better place begins with young
3		children; children are citizens of the world who need emotional
4		and physical stability and should not, ordinarily be separated
5		from their parents and family; and
6		WHEREAS, Children have a right to education, to receive
7		guidance and instruction, to enjoy a social life, and to build
8		their own futures; and
9		WHEREAS, Children have the right to food so that they will
10		not suffer from malnutrition or die of hunger; and
11		WHEREAS, Children have the right to health, to be protected
12		against illness, and to grow and become healthy adults; and
13		WHEREAS, Children have the right to safe drinking water and
14		proper sanitary conditions; and
15		WHEREAS, Children have the right to identity by having a
16		surname, a first name, and a nationality; and
17		WHEREAS, Children have the right to freedom by being able
18		to express themselves, to have opinions, to have access to
19		information, and to participate in decisions that affect their

1		lives; this includes the right to religious freedom; and
2		WHEREAS, Children have the right to protection and to live
3		in a secure and caring environment which preserves the child's
4		well-being; and
5		WHEREAS, All of the above rights are also rights given to
6		children who have obtained Deferred Action for Childhood
7		Arrivals (DACA) status; and
8		WHEREAS, The United States should have an established
9		national date to recognize the achievements of children; and
10		WHEREAS, April 30, 2017, Dia de los Ninos (Children's Day),
11		recognizes and acknowledges every child; this day commemorates
12		the lives of our future pride and joy, our children; children
13		of the Latino community have much to contribute to the future
14		of this State; and
15		WHEREAS, More than 3,000 children and families will attend
16		the Chicago Dia de los Ninos/Celebrating Young Americans Parade &
17		Festivity; the parade strives to raise awareness about the
18		importance of education for children; this year's theme and
19		focus are Children's Rights are DACA Rights; the guiding
20		principle is Education: Every Child, Every DREAM; and

1		WHEREAS, The Chicago Dia de los Ninos/Celebrating Young
2		Americans Parade will be held on Saturday, April 29, 2017 in
3		the heart of the Pilsen community of Chicago; and
4		WHEREAS, By celebrating Dia de los Ninos (Children's Day)
5		on April 30, 2017, we are making a commitment to children that
6		we will all continue to acknowledge, support, and advocate for
7		their rights; therefore, be it
8		RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9		HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10		recognize the celebration of Dia de los Ninos (Children's Day)
11		to be held on April 30, 2017.
