1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, The Illinois House of Representatives would like
| ||||||
3 | to recognize Kankakee Police Chief Larry Regnier for nearly 35
| ||||||
4 | years of service; and
| ||||||
5 | WHEREAS, Larry Regnier graduated from Kankakee Westview | ||||||
6 | High School, Kankakee Community College with an
associates | ||||||
7 | degree in law enforcement, and the Northwestern University | ||||||
8 | Center For Public Safety, School of
Police Staff and Command; | ||||||
9 | he served with the United
States Navy and joined the Kankakee | ||||||
10 | Police
Department on November 17, 1982; and
| ||||||
11 | WHEREAS, In 1988, then Patrolman Regnier was promoted to
| ||||||
12 | the rank of Sergeant; he was promoted in 1992 to
the rank of | ||||||
13 | Lieutenant, and in 1996, he took over as
Investigations | ||||||
14 | Commander; and
| ||||||
15 | WHEREAS, In 2000, Commander Regnier was appointed by Mayor
| ||||||
16 | Don Green to the position of Deputy Chief, a position he held
| ||||||
17 | for the next 10 years; in 2010, he was appointed to Chief of | ||||||
18 | Police by Mayor
Nina Epstein; and
| ||||||
19 | WHEREAS, During his career, Chief Regnier has seen many
| ||||||
20 | advances in law enforcement; he has constantly kept informed | ||||||
21 | and up to date on the
advances that are best for the Kankakee |

| |||||||
1 | Police
Department, and has sought out ways for
the department | ||||||
2 | to better connect to the community it serves; and
| ||||||
3 | WHEREAS, In 2013, Chief Regnier set the lowest level of | ||||||
4 | crime in Kankakee, beating the previous record set in 2009; | ||||||
5 | this
marked the first time in Kankakee history that crime fell | ||||||
6 | in all eight categories (murder,
criminal sexual assault, | ||||||
7 | robbery, aggravated assault/battery, burglary, theft, auto | ||||||
8 | theft, and arson); therefore, be it
| ||||||
9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
10 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
| ||||||
11 | recognize the dedication and effort of Larry Regnier during his | ||||||
12 | time with the Kankakee Police
Department and we wish him all | ||||||
13 | the best in retirement; and be it further
| ||||||
14 | RESOLVED, That a suitable copy of this resolution be sent
| ||||||
15 | to former Kankakee Police Chief Larry Regnier.
