HOUSE RESOLUTION
2 WHEREAS, The Illinois House of Representatives would like
3to recognize Kankakee Police Chief Larry Regnier for nearly 35
4years of service; and
5 WHEREAS, Larry Regnier graduated from Kankakee Westview
6High School, Kankakee Community College with an associates
7degree in law enforcement, and the Northwestern University
8Center For Public Safety, School of Police Staff and Command;
9he served with the United States Navy and joined the Kankakee
10Police Department on November 17, 1982; and
11 WHEREAS, In 1988, then Patrolman Regnier was promoted to
12the rank of Sergeant; he was promoted in 1992 to the rank of
13Lieutenant, and in 1996, he took over as Investigations
14Commander; and
15 WHEREAS, In 2000, Commander Regnier was appointed by Mayor
16Don Green to the position of Deputy Chief, a position he held
17for the next 10 years; in 2010, he was appointed to Chief of
18Police by Mayor Nina Epstein; and
19 WHEREAS, During his career, Chief Regnier has seen many
20advances in law enforcement; he has constantly kept informed
21and up to date on the advances that are best for the Kankakee

1Police Department, and has sought out ways for the department
2to better connect to the community it serves; and
3 WHEREAS, In 2013, Chief Regnier set the lowest level of
4crime in Kankakee, beating the previous record set in 2009;
5this marked the first time in Kankakee history that crime fell
6in all eight categories (murder, criminal sexual assault,
7robbery, aggravated assault/battery, burglary, theft, auto
8theft, and arson); therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11recognize the dedication and effort of Larry Regnier during his
12time with the Kankakee Police Department and we wish him all
13the best in retirement; and be it further
14 RESOLVED, That a suitable copy of this resolution be sent
15to former Kankakee Police Chief Larry Regnier.
