HOUSE RESOLUTION
2 WHEREAS, It is appropriate for us to remember the many
3sacrifices and contributions members of the law enforcement
4community make while protecting the safety of the public; and
5 WHEREAS, House Joint Resolution 21 honored Illinois State
6Police Trooper Michael McCarter, Paxton Police Department
7Patrolman William Caisse, civilian Donald Vice, who were killed
8during a traffic stop in I-57, and Paxton Police Department
9Patrolman Larry C. Hale, who was wounded during the traffic
10stop, by naming the overpass at 200 North Road, crossing I-57
11South, near Paxton as the "McCarter-Caisse-Vice-Hale Memorial
12Overpass"; and
13 WHEREAS, Trooper McCarter served as a Marine Sergeant in
14Vietnam; he was a nine-year veteran of the Illinois State
15Police and was assigned to District 6A; he was survived by his
16wife and son; and
17 WHEREAS, Patrolman Caisse was a veteran of the United
18States Army and served in Vietnam; he had been with the Paxton
19Police Department for three years; he was survived by his wife,
20his son, his two daughters, his parents, his four brothers, and
21his sister; and

1 WHEREAS, Donald Vice worked at Caterpillar Tractor Company
2in Pontiac; he was survived by his wife, his mother, his
3stepfather, his three daughters, his six sons, his two
4brothers, his three sisters, and his four grandchildren; and
5 WHEREAS, Patrolman Hale was shot in the chest with the
6bullet coming within inches of his heart; he fired back with
7his shotgun, hitting one of the shooters four times; the
8shooter fell to the ground, but then appeared to be reaching
9for his gun, so Hale fired his revolver, killing him; and
10 WHEREAS, April 7, 2019 marks the 40th anniversary of this
11tragedy, and we remember the sacrifices these brave men made on
12April 7, 1979; therefore, be it
13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we remember the sacrifices and heroism of Illinois State Police
16Trooper Michael McCarter, Paxton Police Department Patrolman
17William Caisse, Paxton Police Department Patrolman Larry C.
18Hale, and civilian Donald Vice on the 40th anniversary of the
19shooting incident on I-57; and be it further
20 RESOLVED, That suitable copies of this resolution be
21presented to the families of Trooper McCarter, Paxton Patrolman
22Caisse, and Donald Vice, and to Paxton Patrolman Hale, the
