HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to commend the partnership between
4Illinois State University and Vladimir State University and its
5President, Rector Saralidze; and
6 WHEREAS, Founded in 1958, Vladimir State University (VSU)
7is a large scientific-educational institution in the center of
8Russia with more than 20,000 students, including 300 foreign
9citizens; since 1978, the University has been training
10specialists for foreign countries, and graduates work in 46
11countries; the University recently won a competition organized
12by the Ministry of Education and Science of Russia and has been
13granted the status of the Flagship University of the Vladimir
14Region; only 33 universities in Russia have such status; and
15 WHEREAS, Illinois State University's first student-led
16trip to Vladimir State University was in 2015; ISU has taken
17students each May since then; a total of 34 students from the
18School of Kinesiology and Recreation have participated in this
19experience; students have also traveled to Vladimir State
20University with the College of Education; and
21 WHEREAS, Illinois State University partners with Vladimir
22State University's Institute of Physical Culture and Sport,

1which provides education in majors very similar to Illinois
2State's School of Kinesiology and Recreation; and
3 WHEREAS, Illinois State University's relationship with
4Vladimir State University is a direct result of activities
5supported and hosted by the Vladimir-Canterbury Sister Cities
6Association (VCSCA); their partnership has been awarded
7multiple Open World grants on various topics, including one on
8special education topics, hosted by Illinois State, that led to
9involvement from the University's College of Education, as well
10as one on agriculture, which led to involvement from the
11University's Department of Agriculture; and
12 WHEREAS, Illinois State University will host an Open World
13exchange that will allow for a few faculty from Vladimir State
14to visit and discuss educational best practices; therefore, be
15it
16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we commend the partnership between Illinois State University
19and Vladimir State University and wish them many successful
20years; and be it further
21 RESOLVED, That suitable copies of this resolution be
22presented to Illinois State University and Vladimir State
