1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, There is an imbalance between the amount that | ||||||
3 | residents of each state pay to the federal government in tax | ||||||
4 | revenue and the benefits they receive from the federal | ||||||
5 | government; and
| ||||||
6 | WHEREAS, Some states, including Illinois, pay more in taxes | ||||||
7 | to the federal government than they receive in federal | ||||||
8 | services, and vice-versa; and
| ||||||
9 | WHEREAS, The federal government does not currently track | ||||||
10 | either how much each state receives in federal funds or what | ||||||
11 | the size of the imbalance is between payments and returns; and
| ||||||
12 | WHEREAS, Having this information readily available would | ||||||
13 | enable more accurate estimations of the true costs and benefits | ||||||
14 | of federal programs to the residents of each state, providing | ||||||
15 | legislators with another way to gauge the value of the | ||||||
16 | legislation they will have the option to fund; and

17 | WHEREAS, To address these concerns and provide a | ||||||
18 | methodologically sound basis for comparing taxation and | ||||||
19 | spending data, United States Representative Bill Foster has | ||||||
20 | introduced H.R. 787 in Congress; and

1 | WHEREAS, H.R. 787 will allow legislators to evaluate the | ||||||
2 | state-by-state effects of federal spending practices; | ||||||
3 | therefore, be it

4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
5 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
6 | urge Congress to pass H.R. 787; and be it further
| ||||||
7 | RESOLVED, That suitable copies of this resolution be | ||||||
8 | delivered to the members of the Illinois congressional | ||||||
9 | delegation.
