Bill Title: Urges the General Assembly and the Governor's Administration to invest our transportation and infrastructure dollars as promised under Rebuild Illinois to make good on our collective commitment to fix our roads, bridges, and schools while creating jobs and opportunities for all residents of Illinois.

1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, In 2019, the General Assembly and the Governor | ||||||
3 | worked together to enact Rebuild Illinois, the largest capital | ||||||
4 | construction program in Illinois history; and
| ||||||
5 | WHEREAS, Rebuild Illinois is a $45 billion, six-year, | ||||||
6 | comprehensive, and equitable capital program designed to | ||||||
7 | tackle Illinois' crumbling infrastructure by providing | ||||||
8 | responsible funding for roads, bridges, public transit | ||||||
9 | systems, clean water infrastructure, rural broadband, and | ||||||
10 | public schools; and
| ||||||
11 | WHEREAS, The Rebuild Illinois capital construction program | ||||||
12 | provides sustainable, responsible, and constitutionally | ||||||
13 | protected funding to rebuild Illinois' infrastructure and | ||||||
14 | create over 500,000 prevailing wage jobs without causing | ||||||
15 | further strain on our state's budget; and

16 | WHEREAS, Rebuild Illinois created Illinois Works, a first | ||||||
17 | of its kind holistic approach to increasing minority | ||||||
18 | participation in the building and construction trades, to | ||||||
19 | ensure that the jobs and opportunities created under Rebuild | ||||||
20 | Illinois are available to every citizen in Illinois regardless | ||||||
21 | of their race, gender, or zip code; and

1 | WHEREAS, The Covid-19 pandemic has financially decimated | ||||||
2 | Illinois' economy, and transportation user fees have dropped | ||||||
3 | more than $300 million dollars in 2020 due to the necessary | ||||||
4 | restrictions on travel and stay-at-home orders; and
| ||||||
5 | WHEREAS, The projected revenue sources for the vertical | ||||||
6 | construction program of Rebuild Illinois have dropped over 40 | ||||||
7 | percent due to the COVID-19 pandemic and the resulting | ||||||
8 | stay-at-home orders; and
| ||||||
9 | WHEREAS, Every dollar invested in infrastructure spending | ||||||
10 | returns $1.57 to local economies, and failure to invest in | ||||||
11 | infrastructure will further harm the local economies and | ||||||
12 | prolong the State's recovery; and
| ||||||
13 | WHEREAS, The United States Congress has passed the | ||||||
14 | American Rescue Plan that will provide over $13 billion | ||||||
15 | dollars in economic relief to address the needs of families, | ||||||
16 | businesses, local governments, and schools that have been | ||||||
17 | impacted by COVID-19 and the resulting economic crisis; | ||||||
18 | therefore, be it

19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
20 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
21 | the members of the General Assembly and the Governor's | ||||||
22 | Administration are urged to invest our transportation and |
