Bill Title: Urges police departments around the State to create a community liaison police officer program similar to CAPS, that designates a specific number of patrol officers as community partners and liaisons, and we encourage police departments to establish advisory committees with members of the community and local officials to discuss ways to improve public safety.

| ||||||
2 | WHEREAS, Community policing, the system of allocating | ||||||
3 | police officers to particular areas so that they become | ||||||
4 | familiar with the local inhabitants, has become a popular | ||||||
5 | crime-fighting strategy across the country; and
| ||||||
6 | WHEREAS, Community policing began in Chicago in 1993 with | ||||||
7 | the CAPS program, which was designed to make residents active | ||||||
8 | partners in preventing and reducing crime; the key strategy in | ||||||
9 | CAPS is that police, businesses, and residents of a particular | ||||||
10 | neighborhood have to work together to address the conditions | ||||||
11 | that lead to crime; and

12 | WHEREAS, Community policing is supported by a variety of | ||||||
13 | strategies, including neighborhood beat officers, regular | ||||||
14 | community meetings involving police and residents, extensive | ||||||
15 | training for both police and the community, more efficient use | ||||||
16 | of city services, and the use of new technology to target crime | ||||||
17 | hot spots; therefore, be it

19 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
